Full Time

  • You will apply innovative integrated manpower planning strategies and approaches to lead enterprise-level alignment of human resource development process (HRDP) activities related to modernizing force development.
  • You will analyze the current HRDP and advise on innovative methods to improve, transform, and modernize existing manpower plans, policies, programs, and procedures to meet the changing manpower demands of Force Design 2030.
  • You will advise and help develop leading edge assessment mechanisms to mark milestones, progress, and effectiveness of manpower modernization efforts.
  • You will make organizational structure recommendations to assist the Marine Corps with improving execution of the HRDP and its effectiveness at doing so.
  • You will develop and recommend service-wide policies or policy refinements related to the HRDP and associated manpower programs.
  • You will interface within Headquarters Marine Corps (HQMC), the Military Departments, Office of the Secretary of Defense, office of the Joint Chiefs of Staff and joint commands, as well as government branches, departments, and agencies.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.


QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

1. Strategic planning; recognized innovative leader with expertise in the conduct of enterprise-level planning in support of the HRDP.

2. Expert ability to identify and integrate current and future organizational strategic objectives, priorities, and key issues to ensure pertinent policy implementation structure and procedures are considered in making decisions.

3. Expert in leading change; able to manage and execute strategic change in a dynamic environment, both within and outside the organization, to meet organizational goals.

4. Expert in inspiring and leading people; able to lead people toward meeting the organization's vision, mission, and goals.

5. Expert in organizational culture, and identifying risks to mission related to culture. Able to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

6. Highly developed skills in writing, developing and publishing papers, scenarios, and materials for internal and external use to USMC.

7. Expert in developing assessment plans to understand measures of effectiveness and performance in support of modernization plans.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
