Duties

  • Serves as a senior contracting representative/technical representative (COR/COTR) for Deputy Assistant Secretary of the Army Defense Exports and Cooperation (DASA DE C).
  • Executes COR management in accordance with Army Contracting Command (ACC) COR Management Policy Guidance.
  • Provides technical direction and administrative oversight of contracts.
  • Assists in the preparation of the Performance Work Statement, Independent Government Cost Estimates (IGCEs), maintains administrative records and certifies invoices, performance agreements and compliance inspection reports as required.
  • Evaluates and maintains surveillance of contractor performance with respect to resources, contract data, and quality control.
  • Identifies deficiencies addressed to contractor and advises contracting officer of unresolved problems, supplying appropriate documentation.

  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.

  • This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.
  • The incumbent must complete certification-related training requirements in the SC AoC within the timeframe associated with the position?s SCW certification level: --SC Execution Support Management (AOC) Basic Level -1 year (Basic)
  • Complete certification-related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Incumbent(s) of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires Level III certification in Acquisition Career Field ?Contracting?, or the incumbent must be able to obtain certification within 24 months of appointment.
  • This position requires Contracting Officer Representative (COR) training in accordance with DoD Instruction 5000.72 or the incumbent must be able to complete training within 21 days of Type A COR designation...

Specialized Experience: One year of specialized experience which includes 1) Managing day to day operations for various levels of business management; 2) Assisting leadership in developing plans to improve and recommend policy changes; 3) Presenting briefings to staff and senior leadership; and 4) Communicating effectively, both orally and in writing with senior leaders on various levels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
