Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Major Duties

As a HRSA Public Health Analyst GS-11 and GS-12 level for the Office of Policy and Planning, your major duties and responsibilities include:
  • Performing analytical work that contributes to the improvement of Federal health programs.
  • Providing substantive program consultation.
  • Assisting in the planning of the implementation of required program and policy changes.
  • Collecting and interpreting data and information from a variety of sources and prepares recommendations accordingly.
  • Serves as functional representative for all related projects and activities and maintains relationship with internal and external stakeholders.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

GS-11: Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of minimum qualifying experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:
  • Reviewing public health related legislation or policies to advise on impact to public health programs; or
  • Gathering and compiling qualitative or quantitative public health related data using multiple methods such as surveys, studies, surveillance, etc. to make recommendations; or
  • Administrating and evaluating public health programs or initiatives to meet organizational goals and objectives.
OR

Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position.

OR

Have an equivalent combination of the above minimum qualifying experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

GS-12: Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
  • Conducting analyses of public health programs to document emerging issues and areas of concern to internal or external stakeholders; or
  • Drafting briefing materials on public health issues for use in the strategic planning of public health program goals; or
  • Conducting and evaluating qualitative or quantitative public health data for use in making program decisions.
Applicants who meet the minimum qualification requirements for the position will be assessed via the occupational assessment questionnaire on the following competencies:

PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS
- Analyzes, interprets and explains the impacts of health policies, proposals, and legislation on public health programs.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
