Duties

The Nurse Officer of the Day is a member of the management team and reports to the Nurse Manager, Staffing Office. The NOD, as a representative of the Office of the Chief Nurse Executive, provides administrative coverage during the non-administrative tours of duty for the Hospital-Based sites. The NOD ensures the administrative and clinical nursing functions to support nursing care delivery during the non-administrative tours of duty.

The Nurse Officer of the Day participates in nursing and hospital councils and committees. He/she ensures timely and appropriate documentation of incidents involving patients, staff, and visitors. The NOD completes routine rounds on all units of responsibility to assess environmental needs related to patient care delivery and each unit's staffing plan. He/she is responsible for the assessment and management of resources on non-administrative tours of duty to include, but not limited to, human, informational, and patient care supplies. He/she facilitates the delivery of patient care in collaboration with other members of the health care teams. The NOD responds to, and participates in, medical emergencies, fire and disaster plans. He/she provides needed supplies from Supply Chain Management on non-administrative tours. The NOD identifies and reports issues related to nursing practice to the respective Nurse Managers. The NOD participates in the development of staff, through the presentation of quarterly in-services (unit based educational programs), as well as, informal teaching and mentoring. The NOD identifies training needs of the staff on off tours, and explores methods to meet these needs. He/she assists with orienting new personnel. The NOD ensures a safe work environment for staff through proper guidance in safe work practices, and ensures that appropriate technology is in place for the provision of care. He/she works to maintain positive Labor Management relations by resolving work-related issues in a win-win manner that maximizes the achievement of organizational goals.

The NOD promptly and effectively identifies staff performance and conduct issues, and initiates actions in a timely manner to resolve issues in collaboration with the Nurse Managers. He/she actively supports Diversity throughout the V AMHCS. The NOD supports the Worker's Compensation process by identifying and eliminating unsafe work practices or conditions. In addition, the NOD completes required documentation relative to employee injury in the computerized program, expeditiously and in accordance with V AMHCS policy. He/she promotes a work environment that demonstrates respect for all employees by ensuring that subordinates are accorded fair and equitable treatment in accordance with VAMHCS policy. The NOD actively participates in meetings and conferences with Nurse Managers/Associate Chief Nurses to resolve patient care issues.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN ) or The Commission on Collegiate Nursing Education ( CCNE ). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • Supervisory or Managerial experience preferred
  • BLS & ACLS is required
  • Mater's prepared preferred
  • Recent ICU/Critical Care/ED experience within the last 5 years preferred
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
