Duties

The Supervisory Security Specialist in the Judiciary Security Operations Branch will play a crucial role in the reorganization, hiring, and management responsibilities of a geographically dispersed team with representatives in the federal judiciary as the division and branch assumes responsibility for the critical new missions.

The incumbent will report to the Deputy Division Chief, JSD. Duties include, but are not limited to:
  • Directing the implementation of the new Judiciary Security Operations Branch;
  • Providing management oversight to the Judicial Security Officer's (JSO) program;
  • Managing the strategic focus and prioritization of the JSOs as they coordinate their duties and responsibilities within their assigned areas of responsibility;
  • Coordinating and syncing programmatic efforts with the other JSOs branches for relevant information, guidance, and national-level direction;
  • Coordinating with judges, court unit executives, circuit executives, and intra- and inter-agency partners to address security, emergency management and public safety program concerns;
  • Maintaining communication regarding physical security, emergency management and public safety threats, hazards, and mitigation measures with Chief Judges, Judges, court unit executives, and circuit executives within their area of responsibility;
  • Providing oversight of all threat and security events related to the courts and reporting information to JSD leadership;
  • Conducting cyclic reviews and ongoing assessments of the overall effectiveness of the JSO program;
  • Developing long and short-range goals and objectives for the Judicial Security Operations Branch;
  • Serving as the contracting officer's representative for all program-related contracts, developing contract requirements and cost estimates, making vendor selection recommendations, managing contractor performance, reviewing, and approving invoices, and addressing contract-related issues; and
  • Managing the Judiciary Security Operations Branch budget, monitoring applicable accounts, approving expenditures, travel coordination, and providing future year cost projections to AO leadership.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience ALL of the following areas:
  • Participating in the formulation of policies, standards, procedures, and methods for security and emergency management services;
  • Planning, developing, and evaluating results of security and emergency management programs to multiple geographically dispersed units ensuring program operations meet established standards;
  • Providing leadership and direction in physical security and emergency management programs.
