Duties

The Supervisory Management Analyst in the Threat Management Branch will play a crucial role in the establishment and oversight of the Judiciary threat analysis program, managing required services and contracts associated with all-hazard threat assessments, analysis and reporting. They are also responsible for developing cost-benefit analysis of all contracting services associated with the Judiciary All-hazards risk and vulnerability analysis service (JARVAS), and serve as the contracting officer representative.

The incumbent will report to the Deputy Division Chief, JSD. Duties include, but are not limited to:
  • Serving as a branch chief of the new Threat Management Branch, leading and managing a staff of public safety, security and law enforcement intelligence professionals responsible for branch program implementation;
  • Providing oversight on threat management operations;
  • Creating and managing the Judiciary All-Hazards Analysis Center (JAAC), managing the daily collection, analysis, and dissemination of threat and all-hazard information, and overseeing the judiciary's personally identifiable information vulnerability program;
  • Providing JAAC program assessment updates to AO leadership and Judiciary Committees;
  • Developing standardized judiciary incident reporting and threat assessment coordination and dissemination procedures;
  • Coordinating with all JSD Branch Chiefs to 1) ensure the program is fully integrated into JSD policies and procedures; 2) identify gaps within the support the branch is providing to other JSD program elements; 3) collect all-hazards intelligence and information from courts and AO operational elements; and 4) identify any additional resources required by the branch to meet JSD programmatic objectives;
  • Collaborating with inter-agency partners and local, state, and federal public safety and security agencies to develop interagency intelligence and information sharing agreements and support the collection of relevant threat and hazard information;
  • Serving as the contracting officer's representative for all program-related contracts, developing contract requirements and cost estimates, making vendor selection recommendations, managing contractor performance, reviewing, and approving invoices, and addressing contract-related issues;
  • Managing the branch's budget, monitoring applicable accounts, approving expenditures, and providing future year cost projections to AO leadership; and
  • Providing JAAC program assessment updates to AO leadership and Judiciary Committees.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience:
  • Supervising a staff of public safety, security and law enforcement intelligence professionals;
  • Developing standardized incident reporting and threat assessment coordination and dissemination procedures; and
  • Managing daily collection, analysis, and dissemination of threat and all-hazard information.
