The Public Affairs Manager is a professional position responsible for acting as a deputy to the Director of Legislative and Public Affairs and assisting in maintaining and enhancing the relationship between HOC and the public. It involves functioning as a liaison between the agency and government and elected official offices, outside news media, and the general public by providing information about the work and priorities of the agency.The Public Affairs Manager must have a substantial amount of knowledge in a variety of areas to include the legislative process (federal, state, and local), public relations, journalism and different types of news media, to include all forms of social media. Work is independently performed where the individual has full technical responsibility with only the final reports or other work product being reviewed for effectiveness for meeting agency's objectives. Guidelines are provided in the form of journalism/public relations practices and procedures, established policies of HOC, and previous precedents. Work consists of interpreting or assessing complex legislative and public affairs-related issues, convening an inter- divisional team to research solutions, and providing the Director of Legislative and Public Affairs with a set of recommendations and/or a plan for action.Minimum Qualifications:. Requires a Bachelor's degree or equivalent experience in Public Relations, Journalism, Marketing or a related field.. Minimum of four years of experience in the policy and communications fields.. Knowledge of affordable housing industry preferred.. Knowledge of Housing Program regulations, legislative and industry issues, community concerns, county laws.. Ability to speak in public.. Ability to write news releases, articles and speeches.. Knowledge of Word and Desktop Publishing.. Knowledge of publication process.. Must have excellent oral and written communication skills..
