SUMMARY:PCI Government Solutions and PCI Technology are tribally-owned, 8(a)/Small Disadvantaged Business (SDB) providing technical and professional services to US Federal Agencies and the Department of Defense. The Poarch Band of Creek Indians is a Federally Recognized Indian Tribe.For more information on our organization please visit:are seeking a Vice President of Business Development (Federal) responsible for identifying, qualifying, positioning for, and winning business opportunities in the Federal Market. Working for the Chief Growth Officer (CGO) and coordinating with the CEO, this role will establish appropriate pursuit methodologies; ensuring the development and implementation of effective capture strategies and call plans; and advance business opportunities. Candidate should have strong communication and leadership skills and ability to manage a multi-year pipeline and multiple opportunities. Key relationships with federal agency decision makers and large prime businesses are desired.The successful candidate will be working with a team of professionals experienced in the development of federal business opportunities and growth of tribally-owned entities.BUSINESS DEVELOPMENT RESPONSIBILITIES:Identifying, qualifying, and positioning PCI for potential business opportunities.Leading capture teams to win government work.Identifying, reviewing and supporting the response to government RFP's.Developing and leading the firm's capture planning activities and staying involved throughout the business development lifecycle.Working collaboratively and proactively across the organization to drive and achieve broader company growth objectives.Engaging in industry events and serving as liaison for memberships and event participation.Gathering insight into likely competitors and their strengths and weaknesses and assisting in identifying and recruiting teaming partners.Actively participating in all proposal reviews, contributing as a writer on proposals as required, and supporting marketing efforts.Maintaining the record of the opportunity in the pipeline at all times throughout the process.KNOWLEDGE/SKILLS/ABILITIES:Successful candidate must have recent experience successfully growing small, 8(a), and/or tribally-owned entities.Key relationships with federal agency decision makers and large prime businesses are desired. The ability to develop these relationships is required.Keen understanding of government requirement development and procurement processes.Excellent people skills; able to work with internal and external teams of varying sizes, technical abilities, and levels of authority.Thorough, detail-oriented, and organized with excellent time management skills and the ability to prioritize.Strong knowledge of industry/contractual regulations and guidelines.Subject matter expert in process improvement, organizational design, and management/measurement systems.Strong management presence, able to effectively deal with peers and superiors to deliver effective proposal products.Excellent multi-tasking abilities; able to handle multiple projects simultaneously along with a positive attitude.Strong analytical skills.Skilled in proposal management, coordination, and production.QUALIFICATIONS:Bachelor's DegreeTen (10) + years well-rounded experience conducting sales and business development activities across the federal market.Three (3) years of experience in the development of large and complex proposals in the federal government marketplace.Working knowledge of small business, 8(a), and/or tribally-owned contracting procedures and advantages.5 years of operations management experience preferred.Proven, sustained ability and reputation of winning contract awards while maintaining high levels of client satisfaction.Experience managing pipeline, forecasting, and closing deals.Established relationships with influential clients, stakeholders, and influencers, with demonstrated ability to develop and foster new relationships.Knowledge of the federal acquisition process, procedures, and associated regulations.Ability to make sound business decisions and use appropriate judgment.Self-initiator, sense of urgency, decisiveness and ability to inspire growth within the team.Experience writing government proposals.Track record of success winning government work either directly or through prime contractors.Experience working in integrated capture teams across multiple vendors.An understanding of the FAR and Government procurement process and vehicles.Detailed oriented and fastidious in listening and capturing information.Excellent communication skills both written and verbal.Professional persistence to drive sales and connect with customers.As required by Presidential Executive Order 14043 on September 9, 2021, all employees who are hired by a federal government contractor must be fully vaccinated against COVID-19, except when vaccination is not medically advised or violates sincerely held religious beliefs.
