Duties

As a Management and Program Analyst, you will perform the following duties:
  • Serve as senior analyst for the Ocean Research Advisory Panel, with responsibility for strategic, technical, and business operations analysis. Apply quantitative and qualitative methods to analyze and evaluate assigned programs. Perform statistical and comparative analyses of program and division workloads, resources, and process indicators. Develop local indicators to assess operational effectiveness and efficiency.
  • Advise leadership on annual and recurring program and division requirements. Apply knowledge of budgetary, financial, and administrative operations to provide advice on legislation, policies, and precedents. Utilize data to prepare and provide recommendations and briefing materials. Identify benchmarking opportunities for continuous improvement.
  • Analyze new, updated, or established policies and regulations to determine and advise on their impact on operations and performance management. Coordinate new or modified policies, regulations, or objectives to achieve effective operations. Respond to data requests and prepare special reports. Participate in organizational performance reviews, program reviews, and resource reviews.
  • Assess and ensure compliance with agency and bureau regulations, procedures, and management practices. Evaluate operational effectiveness, administrative control systems, and resource utilization. Coordinate risk assessments, internal review scheduling, root-cause analyses, and corrective action tracking. Review audit findings to advise management and monitor the implementation of recommended changes.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

This position requires a Moderate Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-4 is equivalent to the GS-13/14.

Qualifications

EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-4 or GS-13 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Supporting evaluations on the effectiveness and efficiency of budgetary, financial, or administrative programs and operations for a scientific organization;
  • Contributing to the generation of briefing materials and special reports using data collection and analysis tools; and
  • Assisting with the coordination of risk assessments, internal reviews, root-cause analyses, and corrective action tracking.


Education

Substitution of education for specialized experience is not applicable to this vacancy.

Additional information

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. CTAP applicants MUST submit the following documents:

  • A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement;
  • A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc.;
  • A copy of your latest performance appraisal including your rating; and
  • Any documentation from your agency that shows your current promotion potential.
