Duties

This Supervisory Program Analyst position is located in Human Capital (HC), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a Supervisory Program Analyst responsible for evaluating the effectiveness of operational programs and special projects, and providing data and information to management to support decisions on administrative or programmatic aspects of TSA operations. Duties include but are not limited to:
  • Conducts outreach and serves as a subject matter expert participating in discussions, meetings, conferences and conference calls with administrative and technical personnel; communicates management viewpoints on routine dealings with program managers and offices throughout TSA.
  • Advises leadership on program initiatives and provides comprehensive services on organizational functions and work practices needed to identify and recommend appropriate solutions in unusual situations or with complex operational issues.
  • Creates and develops program requirements that support policies, goals, or objectives impacting existing program(s); establishes new policies/procedures to address operational needs, and/or makes exceptions to existing policies/procedures that may impact internal and external customers.
  • Serves as the first-line supervisor and directs all aspects of the work of subordinate employees including planning, assigning, reviewing, and evaluating work and performance, setting priorities, coaching and employee development, approving leave and recommending and/or approving disciplinary actions.

Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Planning and executing communication, outreach and/or engagement strategies for the dissemination of information to internal or external audiences; and
  • Preparing and coordinating correspondence, reports and responses to requests from organizational leadership or stakeholders; and
  • Collaborating with TSA and DHS personnel in order to support special TSA initiatives (i.e., communication/engagement) and streamline processes.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
