This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. Major Duties

As a Legislative Analyst, you serve as a technical expert in the development of HRSA legislation and legislative policy activities.

Your major duties and responsibilities include:
  • Reviewing and analyzing pending legislation and regulations, which will have an impact on the assigned bureau(s) or office(s) and HRSA programs.
  • Monitoring Congressional Record for activities relevant to assigned programs and prepares position and background papers detailing the policy implications, which affect specific programs.
  • Participating in Office, HRSA, and Departmental meetings to identify and clarify controversial policy issues.
  • Providing leadership and guidance to lower grade legislative analysts, who are members of the same team, in resolving difficult or unusual problems.
  • Working with groups outside the office to ensure broad participation of all program entities affected directly or indirectly by program activities.
  • Representing the Office in negotiations and discussions with other offices in HRSA and organizations, including State agencies and professional associations on matters relating to the policies and procedures of assigned HRSA programs.
  • Participating in the resolution of policy and legislative intent through negotiations within the Department.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:
  • Analyzing current, new, and proposed legislative and regulatory policy to determine the impact on programs or initiatives.
OR
  • Drafting proposed legislation and legislative policy.
GS-13: In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of minimum qualifying experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  • Researching and analyzing current, new, and proposed legislative and regulatory policy to determine its impact on organization-wide programs.
OR
  • Assisting with the development and revision of organization-wide policies, programs and procedures due to new or revised legislation.
OR
  • Drafting responses to congressional inquiries related to organization-wide programs, policies, initiatives, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Vaccination Mandate :

In accordance with Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law. If selected, you will be required to submit proof of vaccination by November 22, 2021 or before your entrance on duty if you are selected after the compliance date. Expanded/Maximum telework Posture :

Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.
