Duties

This position serves as the Associate Director in the Swaps and Strategy Unit. In this critical leadership role, the incumbent will lead and supervise the Unit, a team of market analysts that handles critical studies, research, quantitative work, and special projects across derivatives markets. The incumbent will be one of the Commission's experts in derivatives markets overseeing data science work involving commodities, financial and index markets, across swaps, options and futures markets. Additionally, the group will focus on critical events, systemic threats, market structure issues, and strategic planning and projects. The incumbent is a key member of the MIB leadership team, contributing to the branch strategy, key initiatives, research work, budgets, and other shared management responsibilities.
  • Responsible for the oversight and management of multiple projects, critical studies, and research work involving data and statistical analysis, often working towards strict deadlines leading to market briefings or publications.
  • The incumbent is one of the Commission's experts in markets structure, systemic risks across commodities, financial or index markets, maintaining a current and deep understanding of the $4 trillion derivatives markets and providing expert guidance to the Chairman, the Commission and the Deputy Director for the Branch on current market status and emerging issues in relevant derivatives markets.
  • Develops and implements short-and-long range planning for the Branch's Market Analyst activities in coordination with the Deputy Director and the Division Director. Manage a senior team of swaps market analysts that support the groups work.
  • Formulates budget recommendations and justifications, responsible for personal training and manages administrative tasks relating to staff reporting to incumbent.
  • Recommends and manage studies, ideas, analysis and recommendations towards in assisting the Division and the Commission's policy development efforts, rule- making, or relevant
  • Responsible for coordinating the weekly interface with the inter-agency market briefings and other regulatory agencies as required.

Qualifications

Specialized Experience CT-15: To qualify for the CT-15, you must possess at least one year of specialized experience equivalent to the CT/GS-14 level in the Federal service, or comparable experience not gained through federal service. Specialized experience is defined below.

An Applicant MUST have experience in:
  • Supervising/managing and leading a group of market analysts/economists or an investing / trading or risk management team that handles quantitative analysis/research associated with market trends, performance, volatility, and threats with time-sensitive analysis and studies

And
  • Experience developing strategic plans, establishing objectives/goals, training, and budgeting in a multi-unit branch or team.
  • Applying comprehensive individual knowledge, data science, artificial intelligence strategies, and a deep product experience in markets (futures, swaps options) across derivatives markets (commodity, financial, and index markets).
  • Experience in developing and delivering presentation material to senior leadership.

***An advanced degree/education in Economics, Business, or a related field that demonstrates senior executive level experience in market structure research, strategy and advisory work is highly desired***

Education

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Probationary Period. Candidates selected under competitive examining procedures will be subject to a one-year probationary period.
