Duties

The physical worksite for this position is located in Alexandria Virginia]. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. The individual selected for this position will be responsible for:
  • Leading a team of Contracting Officer Representatives (CORs) for acquisitions and contracts for IT hardware; system development and integration; infrastructure design, engineering architecture and integration.
  • Communicating recommendations to senior leadership on short-term and long-range acquisition program activities, including proposed solutions that reduce total cost while meeting customer requirements.
  • Maintaining an arms-length relationship with the contractor in the interest of procurement integrity as well as sound contract management.
  • Ensuring that the Contractor is performing the technical requirements of the contract in accordance with the contract terms, conditions, and specifications.
  • Leading the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.
  • Making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned tasks.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes: Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service. Specialized Experience must include all of the following:
  • Applying various types of acquisition techniques, contracting, methods, contract negotiation strategies, and contract administration to develop and interpret policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.
