Duties

As a/an Program Analyst, you will:
  • Be responsible for providing advice and assistance in the formulation and development of basic plans and policies for the Office of Multifamily Housing Programs; for the revision of program objectives and policies; for evaluations of multifamily housing programs effectiveness; and for the review, evaluation, and development of major legislative and regulatory proposals which impact the programs within the Office of the Deputy Assistant Secretary for Multifamily Housing Programs.
  • Conduct analyses of regulatory and statutory proposals, initiatives, and multifamily housing program proposals submitted for review by outside parties, including use of analytical models to estimate program impacts, and evaluation of projects and initiatives based on sophisticated analytical processes.
  • Work directly with other policy officials in the Office of Multifamily Housing, and the rest of HUD, in order to resolve complex policy issues of exceptional importance. In addition, work directly for the Office Director or Deputy Assistant Secretary on special assignments and or in support of on-going responsibilities.
  • Prepare and present written reports or oral narratives to the Office Director, DAS for Multifamily Housing Programs, or other officials regarding proposed legislation, regulations, or procedures that have impact on multifamily housing programs.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
    - Administering the lifecycle of federal grants and cooperative agreements and providing grants-related assistance and services; AND
    - Leading the development of recommendations for the effective management of grants and cooperative agreements; AND
    - Utilizes IT to manage federal projects/programs through the development of solutions to problems and issues related to housing programs; AND
    - Leads and performs a variety of administrative business and analytical work specific to housing-related matters for older adults and persons with disabilities. AND
    - Experience with relationship management/consulting with, and providing technical assistance to, program officials, citizens groups, and government officials on a variety of housing related technical matters (e.g., subsidized rental assistance, Supportive Housing for the Elderly, Housing for Persons with Disabilities, Service Coordinators, Low-Income Housing Tax Credits, preservation of affordable housing, grant administration, risk management, compliance).

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.     CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.

        first dose by October 11, 2021, and second dose by November 8, 2021
    • If receiving the Pfizer-BioNTech COVID-19 Vaccine, the deadlines are as follows:
        first dose is October 18, 2021, and second dose is November 8, 2021
    • If receiving the Johnson and Johnson COVID-19 Vaccine, the deadlines are as follows:
        first and only dose is November 8, 2021
