Duties

As a Financial Management Specialist in the Labor Administration and Fee Billing Branch, the incumbent is responsible for analyzing, monitoring, and timely recording of financial information into the Agency's core financial system and the review and oversight of the financial data. The incumbent reviews and analyzes financial reports for accuracy, identifying discrepancies and ensuring the necessary corrections are made. Develops a technical expertise of the NRC's debt collection program as it pertains to Chapter 10 of the Code of Federal Regulations (10 CFR) Part 170 and 171. Responsible for all aspects of the NRC's debt management program, which includes: (1) managing transactional accounting activities for collection operations; (2) planning and maintaining financial controls and auditing standards required for Parts 170 and 171 collections in accordance with generally accepted accounting standards.

Serves as the liaison between program offices and the NRC contractor for collections to ensure all financial transactions are posted correctly in the agency financial system. Responsible for general and financial review of branch reports and documentation. Responsibilities require working with computer-based accounting and reporting systems, including personal computer software.

The specific duties of the incumbent will focus on all activities associated with the implementation and execution of as it relates to both Part 170 and Part 171 debt collection. As a part of this work, the incumbent will work with NRC program and corporate offices, Regional Offices and others to ensure debts collected and applied to licensee accounts are complete and accurate. The outcome of these activities will result in compliance with the Nuclear Energy Innovation and Modernization Act and the recovery of approximately 100% of the Agency's fee-based appropriation.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal Service or equivalent experience in the private or public sector.

Specialized experience for the grade 7 is equivalent to the next lower grade (GS-5) and is defined as experience acquired through structured on-the-job training and/or classroom experience that demonstrates the ability to apply basic knowledge of financial management policies, theories, concepts, principles, and standards sufficient to perform entry-level work that contributes to proper, efficient and effective financial management of an organization.

Specialized experience for the grade 9 is equivalent to the next lower grade (GS-7) and is defined as experience that demonstrates the ability to apply knowledge of financial management policies, theories, concepts, principles, and standards sufficient to contribute to proper, efficient and effective financial management of an organization.

Specialized experience for the grade 11 is equivalent to the next lower grade (GS-9) and is defined as experience that demonstrates the ability to perform general financial administration duties such as reconciliation of accounts; preparing financial reports; reviewing, analyzing and resolving various financial and reporting issues; knowledge of financial management policies, theories, concepts, principles, and standards.
