Duties

This position is located in the Facilities and Operational Services Unit (FOS), within the Business Operations Branch. The Manager, Administrative Services, is responsible for the stewardship of a variety of operational administrative services programs for the Commodity Futures Trading Commission (CFTC). The incumbent of this position reports to the Chief Planning Officer, Business Operations Branch, and is responsible for providing leadership, direction, oversight, and program management for the Administrative Services Unit at the CFTC. This position requires sensitivity to political protocol in dealing with high-level agency and external officials. The incumbent is frequently required to respond directly and independently to the needs of executive management.
  • This position is delegated the responsibility for developing, directing, coordinating, and evaluating policies and procedures for CFTC administrative services. Policies and programs provide essential administrative services to the CFTC and include: furniture and equipment relocation services, conferencing and event management; management of furniture, equipment and supplies; Help Desk operations; mail management; transit benefit program, agency sustainability efforts; and inventory controls management.
  • Conveys and supports the Chief, FOS, broad objectives and policies to top management.
  • Actively participates in teaming and leadership efforts of FOS, the Chief, Administrative Officer, and office directors, in fostering an open, collaborative, and professional working environment.
  • Evaluates and interprets complex laws and regulations, including Federal Management Regulations, Federal Property Management Regulations, Executive Orders, OMB Circulars, GSA Bulletins, and other federal and agency policies and regulations. Formulates and implements overall agency policies and program guidance for administrative services programs. Ensures consistency of business practices and compliance with federal and agency laws and regulations.
  • Oversees the acquisition planning process, short-term and long-term, for administrative services programs. Develops funding and resource requirements and executes according to approved plans. The incumbent is delegated authority for funding and executing procurement and contracting activities for administrative services, including managing and reporting on the use of the funding.
  • Analyzes and evaluates emerging trends and technologies, and maximizes the use of contractors, systems and software for administrative services programs. Ensures these resources, including staff resources, are effectively and appropriately used to accomplish program goals.
  • Provides support, mentoring, guidance and technical direction; delegates duties and responsibilities, and ensures that an effective and technically knowledgeable staff is maintained.
  • Provides effective management through program monitoring, evaluation, and customer satisfaction surveys. Evaluates services through internal control and benchmarking reviews that ensure its business processes meets its customer needs most effectively. Takes appropriate action to improve processes in meeting customer needs.
  • Responsible for planning and directing an agency-wide administrative services program to include supply requirements determination, purchasing management, inventory management, DCFOS Help Desk services, furniture and equipment relocations, housekeeping, and proper disposal of furniture, equipment and supplies.
  • Works with the Chief, FOS, and the Financial Management Branch to obtain funding and ensure compliance with agency procurement policies.
  • Oversees the management of the agency's asset management program. Ensures the proper tracking and final disposition of all non-capital assets (furniture, equipment, IT hardware, and supplies) through input into an agency-wide inventory control and asset tracking system. Ensures effective internal controls over essential agency resources.
  • The Administrative Services Manager is responsible for planning and directing a mail services program for the CFTC that includes receiving, inspecting, delivering, and collecting incoming and outgoing mail, documents, and other materials, as well as arranging for express, courier and delivery services.
  • Oversees and maintains mail facilities to support day-to-day operations, meet mission requirement needs as required by GSA safety, security, and mail management regulations. Develops and administers operating policies, guidelines, and procedures for mail services to support CFTC activities, including support of budget and funding controls, federal regulatory reporting, and effective internal controls over safety and security.

You will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:

Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.

Planning and Evaluating - Ability to organize work, set priorities, and determine resource requirements; determine short- or long-term goals and strategies to achieve them; coordinate with other organizations or parts of the organization to accomplish goals; monitor progress and evaluate outcomes.

Facilities Management - Knowledge of and ability to manage administrative services such as furniture, equipment and supplies; relocation services; conferencing and event management; mail management; transit benefit program, agency sustainability efforts; and inventory controls management.

Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Qualifications

TO QUALIFY AT THE CT-14 LEVEL:

Specialized Experience - Specialized experience is defined as that through which one has gained a professional knowledge of the theory, concepts and practices of federal laws and regulations in support of administrative services programs sufficient to oversee space planning and utilization; conduct budget planning and execution for a facility program; develop and implement policies and procedures on matters related to space and facilities.

As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Additional information

Relocation. Relocation expenses will not be paid.

Time-in-Grade. You must meet time-in-grade requirements within 30 days of the closing date of this announcement.

Probationary Period. You may be required to serve a one year probationary period.
