Duties

The Lead Contract Specialist position is responsible for overseeing pre and post-award procurement activities associated with a wide variety of medium to low dollar products, as well as professional and technical services.

Major duties include, but are not limited to, the following:
  • Analyzing requirements; working with customers to plan and execute procurement strategy; constructing contract vehicles; and managing all phases of the acquisition process.
  • Leading and assigning work to a team of contract specialists; assisting with prioritization of work and the accurate measurement of workload prioritization and completion.
  • Translating complex procurement requirements into comprehensive solicitation packages, and then recommending the acquisition method most appropriate to meet program objectives and policy/regulatory requirements.
  • Conducting comprehensive procurement planning and forecasting, as well as developing and maintaining complete and accurate contract files in accordance with established guidelines.
  • Analyzing the procurement process to ensure proper procedures are followed and recommending changes to the process that will improve procurement activities for the Division.
  • Providing authoritative subject matter expertise on contracting policy and procedures, as well as advice on the legal and technical sufficiency of contract and procurement actions.
  • Interfacing with Division staff to gather and provide authoritative information on potential contractual issues and problems.
  • Establishing applicable guidelines and procedures for compliance review to effect technical resolution of possible controversial issues and problems.
  • Utilizing the Unified Financial Management System (UFMS) to award contract actions and providing reports with data from the system regarding the status of procurement actions from pre-award to post award. Reporting contract actions in the Federal Procurement Data System (FPDS), and in the Contractor Performance Assessment Reporting System (CPARS). Responding to periodic data calls.
  • Serving as an organizational liaison for budget and finance work, providing advice, documents, and counsel involving a wide variety of program and administrative expenses.
  • Coordinating complex requirements through the Department that require use of large technology contracts.

Qualifications

You must meet the requirements in 1, 2, or 3 below:
  • All of the following: (a) Federal Acquisition Certification in Contracting (FAC-C) Level II certified, as outlined on the Federal Acquisition Institute (FAI) website or Defense Acquisition Workforce Improvement Act (DAWIA) Level II certified, as outlined on the Defense Acquisition University (DAU) website . If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Exception: If you were in a GS-1102 position on January 1, 2000, you will be considered to have met the educational requirements for the grade of that position. However, you will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Option 1 or 3. Waiver: The Department of Justice's senior procurement executive has the discretion to waive any or all of the requirements of Option 1 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this paragraph, the senior procurement executive must document for the record the basis of waiver. Candidates currently holding a FAC-C/DAWIA Level II certification are considered to have met all mandatory training requirements for this announcement. You must submit your certification with your application package. If you are not currently certified, but have completed FAC-C training, you must provide a training certificate for each course. Failure to submit document will result in an ineligible status.

    To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as described below, and that is typically in or related to the position to be filled. EXAMPLES of qualifying specialized experience at the GS-13 level include:
    • Serving as a Warranted Contracting Officer with limited or unlimited authority; and/or progressive contracting experience which reflects contracting technical breadth/depth through increased responsibilities;
    • Providing authoritative interpretation of regulations, procedures and policies pertaining to contracting;
    • Managing, planning, directing and coordinating the work of junior specialists;
    • Providing direction and guidance for all phases of cradle to grave contract administration/management;
    • Implementing policy and procedures;
    • Coordinating and applying advice and guidance from areas of expertise, such as technical departments, legal counsel, audit, and subordinate activities to lead negotiations and contract actions; and
    • Performing procurement planning and identifying large-scale subsystems, components, equipment, and services to be acquired by contract.
    As required by Executive Order 14043 , Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the Antitrust Division, if after November 22. The Antitrust Division will provide additional information regarding what information or documentation will be needed and how you can request of the Antitrust Division a legally required exception from this requirement.

    Due to COVID-19, if selected, you may be expected to temporarily telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to an Antitrust Division workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the Antitrust Division's telework policy.

    The following BASIC educational requirement(s) must be met in order to qualify for this position:
    • Completion of a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university AND this degree included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    NOTE: Copy of transcripts are required, this position has an educational requirement.

    Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

    Failure to provide proof of education (transcripts showing date and degree confirmed (Bachelor Degree) and the 24 semester hours of required courses) and other supplemental contracting documentation will result in an incomplete application and you will not be considered.
