  • Provide expert advice and authoritative information to the Chief Human Capital Officer (CHCO), Deputy CHCO, top agency management, and program directors throughout the Agency on a wide variety of highly complex, controversial, and sensitive Human Resource problems and issues.
  • Serve as the strategic senior advisor on unique or precedent-setting situations.
  • Advise on the development and implementation of human capital policies and programs.
  • Conduct analyses required to project future workforce requirements and organizational needs.
  • Advise staff and senior leaders of the impact of human capital trends and assess the impact of proposed and/or new legislation, Executive Orders, Comptroller General decisions, court decisions, OPM regulations, and other relevant policies and regulations affecting the department.
  • Initiate, coordinate, and/or prepare agency responses to sensitive and complex inquiries from the Administration, Members of Congress, and a wide variety of external partners.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Qualifications. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory qualifications listed automatically disqualifies an applicant. Mandatory Technical Qualifications (MTQ) must be addressed separately and cannot exceed two pages each. Any information beyond the two page limit per MTQ will not be considered.

Each applicant is required to submit a comprehensive narrative statement addressing each mandatory qualifications individually. The narrative must demonstrate the necessary level of skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in this Senior Level position. This evidence must include clear and concise examples that emphasize the applicant's level of responsibilities, scope, and complexity of assignments, program accomplishments, policy initiatives, and level of contacts. Applicants who fail to provide this narrative statement in the format requested will not be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Mandatory Technical Qualification

1. Demonstrated senior-level leadership experience applicable to developing workforce strategies to improve employee engagement across the enterprise to better meet mission requirements while dealing with future of work challenges, increasing workloads and reduced resources.

2. Demonstrated senior-level experience in addressing future workforce realignment challenges by studying occupational trends using predictive analytics for workforce planning to help organization executive leaders build and lead a mutigenerational and multisector workforce.

3. Demonstrated senior-level expertise in integrating strategic initiatives for enterprise-wide human-capital programs to address new executive orders, mandates (such as OPM/OMB), presidential management agenda requirements, and organization reform recommendations.
