MEC enforces antitrust laws in a variety of industries, including television and motion picture production and distribution (including broadcast, cable, satellite, and streaming services); radio broadcasting; music; newspapers and mass-market publishing; sports, recreation and gambling; telecommunications services and equipment; commercial satellite communications services; and the services, infrastructure, and hardware that comprise the foundation of the Internet. The section participates in proceedings before the Federal Communications Commission (FCC) and regularly coordinates its investigations with the FCC and state attorneys general, pursuant to appropriate waivers.

As Chief of MEC, your responsibilities will include:
  • Organizing, supervising, and directing the activities of the Section's attorneys, paralegals, and support staff.
  • Analyzing and deciding matters and issues under review.
  • Overseeing the development of complex litigation and prosecution strategies.
  • Establishing and maintaining lines of responsibility, coordination, and support with officials and employees within ATR.
  • Representing the Department in interagency groups and working with other law enforcement agencies (e.g., Federal Bureau of Investigation, U.S. Attorney's Offices, State Attorneys General), as appropriate.
  • Exercising personnel and management responsibilities, including evaluating the work of all Section staff and making recommendations for promotion, employment, and separation.
  • Performing other duties as assigned.


Conditions of Employment

Interested applicants must:
  • Be a U.S. Citizen;
  • Possess a J.D. degree from a law school accredited by the American Bar Association;
  • Be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia; and
  • Be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

You will be evaluated on all of the following Mandatory Technical Qualifications (MTQs):

MTQ1: Legal experience involving antitrust enforcement cases at the national or international level in the industries listed above.

MTQ2: Experience developing and implementing policy on issues of complex antitrust civil merger and non-merger enforcement.

MTQ3: Demonstrated experience serving as a spokesperson for a competition agency/organization and interacting with Federal regulatory and legislative agencies, Congress, and international competition agencies.

The Executive Core Qualifications (ECQs) of the selectee who is not a current or former career Senior Executive employee (Title V) must be approved by the Office of Personnel Management (OPM) before appointment. In addition, individuals entering the Senior Executive Service for the first time are subject to a one-year probationary period. Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application.

ECQ3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

  • Selectee will be required to file a financial disclosure statement in accordance with the Ethics in Government Act of 1978.
