Duties

The Chief, OSCA will:
  • Manage the overall planning and management of the Field Directorate analytics program.
  • Recommend and initiate projects to incorporate research and analysis into demographic survey operations through ongoing interaction with survey teams and other sponsors of data collection efforts.
  • Lead the data science research and guide innovation of new methods to present data science analyses to improve data quality and manage costs and survey operations.
  • Study, examine, and analyze major aspects of survey taking and enumeration to improve data quality, timeliness, and cost effectiveness of the demographic and decennial programs and to improve usefulness of the data science being used to manage the data collection lifecycle.
  • Determine the priority and order of projected research, testing, development, and study efforts based on stated objectives and goals; support the Associate Director for Field Operations by providing findings and insight from the data science research and addressing survey and census operations questions that can be supported by statistical analysis, and assures high standards of statistical analyses and applications in survey and decennial management decisions.
  • Foster a cooperative working relationship with all other participating divisions throughout the Census Bureau, acquainting them with the capabilities and techniques that are developed, and ensures integration of the data science analytics efforts with enterprise-level efforts.

To meet the minimum qualifications, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed. These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the Census Bureau, if after November 22, 2021. The Census Bureau will provide additional information regarding what information or documentation is required and how you can request a legally required exception, upon request.

Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

ECQ #5 - Building Coalitions: involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Communication, Integrity/Honesty, Written Communication, Continual Learning and Public Service Motivation.

Professional and Technical Qualifications (PTQs):

PTQ #1 - Successful experience as a people, process, and project manager who has collaborated across complex organizational silos and achieved measurable outcomes in the best interests of the clients serviced.

PTQ #2 - Experience in directing research projects, developing and administering actionable program improvement strategies and solving problems through data analysis, experimental research, prototype development, and testing.

PTQ #3 - Experience in developing and implementing technical systems for advanced analytics on very large data collection programs. This experience demonstrates broad knowledge of both the statistical needs of a broad range of data users (including government policy makers, statistical agencies, and non-federal data users) and the data collection efforts.

Education

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
