Duties

The Assistant Inspector General for Aviation Audits (AIGAA) is responsible for the overall management of auditing activities relative to DOT's aviation programs and the functions and related operations. These activities include programs that primarily reside with the Federal Aviation Administration (FAA), as well as any crosscutting activities that span the entire Department such as rulemaking and DOT business operations.

The AIGAA manages the aviation audit organization, directs the performance of audits, and sets work priorities: allocates resources; evaluates and rewards performance of subordinate supervisors; provides counsel and advice; makes decisions on work-related problems; fosters the development of a skilled and diverse workforce; ensures adequate training; and prepares and manages office budget allocations.

The AIGAA proposes and directs the performance of audits and other special products relating to DOT's aviation programs and has ultimate signature authority for issuing audit reports generated by the organization. Audit requests may emerge from various sources including Congress, Departmental leadership, and the Council of the Inspectors General on Integrity and Efficiency (CIGIE). The AIGAA participates in joint audit and investigation efforts and serves as key OIG liaison representative for internal activities and external organizations including interactions with Congress, Departmental leadership, CIGIE, the Government Accountability Office, and transportation industry groups.

In addition, the AIGAA reviews existing and proposed legislation and regulations to determine areas for future audits.

NOTE: Persons newly appointed to an SES position will be required to serve a one-year probationary period.

Due to COVID-19, our agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Your employment with DOT OIG will begin remotely at your current residence. Once our normal business operations process begins, you will receive further instructions on when to report to the office. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must show in your resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and that is directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQ): The incumbent must possess the following technical qualifications.

• Demonstrated executive-level experience in directing the operations of a nationwide audit program and in managing an audit staff assigned to headquarters and field offices with responsibility for conducting aviation and aviation-related audits.

• Demonstrated executive-level knowledge of aviation programs.

• Demonstrated executive-level experience in presenting audit findings including interacting with high-level officials in Congress and DOT, building consensus and gaining stakeholder support for, and implementation of, recommendations, and supporting the OIG position when disagreements occur.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the ECQs that must be clearly described in your resume.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Credibility.

ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, material, and information resources strategically. Financial Management, Technology Management, and Human Capital Management.

ECQ 5 - BUILDING COALITIONS/COMMUNICATIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organization, foreign governments, or international organizations to achieve common goals. Influencing/Negotiating, oral Communication, Partnering, and Political Savvy.

FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

Background Investigation: This position requires a Top Secret security clearance and is designated as critical-sensitive, requiring that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

The appointee will be required to file a Public Financial Disclosure Report (SF-278e), within 30 days after his/her appointment, and then annually thereafter.
