Duties

• Responding to inquiries and assignments from members of the Office of the General Counsel (GC) and providing legal guidance and support to 20+ Resident Legal Officers in the field overseas
• Interpreting and providing legal guidance concerning the following: the Foreign Assistance Act of 1961 (FAA), as amended; annual appropriations acts; other applicable legislation
• Endeavoring to protect U.S. Government interests and resolve legal issues while assisting the Bureaus and Missions in the field to design and implement foreign assistance activities;
• Assisting the ELM Bureaus in developing and negotiating public-private partnerships and arrangements and bilateral or trilateral agreements with other development partners;
• Responding to Congressional, Government Accountability Office, Inspector General, and public inquiries regarding USAID programming and policy in the ELM regions;
• Collaborating with representatives from other U.S. departments/agencies and bilateral and multilateral organizations.
• Providing legal advice and guidance to the Bureaus for Europe Eurasia, Latin America and the Caribbean, and the Middle East (ELM);

• United States Citizenship is required.
• Relevant experience (see Qualifications below).
• Must be able to obtain and maintain a security clearance.
• Males born after 12/31/1959, must be registered with the Selective Service.
• You may be required to serve a one-year probationary period.
• You will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before onboarding with the agency, if after November 22.
• You must be a member in good standing of the bar of a state, the Commonwealth of Puerto Rico, the District of Columbia, or a territory of the United States.
• Be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing.
• A J.D. or LL.M. degree from an ABA-accredited law school

Qualifications

GS-14: At least four (4) years of post J.D. or LL.M. legal experience, to include experience: (a) providing legal advice, guidance, and support to negotiate and draft binding and non-binding agreements, including memoranda of understanding, gift agreements, bilateral agreements, and/or interagency agreements; (b) providing legal advice and guidance on the interpretation and implementation of treaties, laws, regulations, and policies; (c) providing legal advice and guidance with respect to enterprise risk management, sanctions and other compliance requirements; and (d) other legal experience relevant to the job duties above.

GS-15: At least five (5) years of post J.D. or LL.M. legal experience, to include experience: (a) providing legal advice, guidance, and support to negotiate and draft binding and non-binding agreements, including memoranda of understanding, gift agreements, bilateral agreements, and/or interagency agreements; (b) providing legal advice and guidance on the interpretation and implementation of treaties, laws, regulations, and policies; (c) providing legal advice and guidance with respect to enterprise risk management, sanctions and other compliance requirements; and (d) other legal experience relevant to the job duties above

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. Education

You must be a graduate of an accredited law school. Transcripts to support your education are required for the Agency to consider you for this position. Transcripts are Required.
