Full Time

  • Evaluate, communicate and advise on policies, guidance, regulations, statute and precedents applicable to the administration of grant and financial assistance programs.
  • Analyze work processes, activities and functions of program operations and make recommendations for improvement in efficacy and efficiency of operations
  • Build partnerships and coalitions with internal and external stakeholders to accomplish organizational goals and objectives
  • Initiate training and outreach to regional office program staff and build governmental and organizational partnerships.
  • Analyze data to identify trends; solicit feedback from regional office teams to increase program engagement and awareness of internal control environment.
  • Integrate and report complex and technical information to gauge performance
  • Employ management surveys and control techniques to track success and to determine compliance with agency regulations, procedures, sound management practices, and effective utilization of staff
  • Identify, monitor and report agency wide control deficiencies
  • Implement management control activities and apply analytics for decision making.

Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal governmen.

For the GS-11 level:

EXPERIENCE: To qualify for the GS-11 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-09. For this position, specialized experience is:
  • Assist with corrective actions for program audit findings, recommendations, control deficiencies, risk treatment plans and assist with single audit reviews; and
  • Assisting with analyzing data in order to identify trends.


EDUCATION: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.


COMBINATION: Equivalent combinations of education and experience.

For the GS-12 level:

EXPERIENCE: To qualify for the GS-12 grade level you must have one full year of specialized experience You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-11. For this position, specialized experience is:
  • Developing policies and procedures for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets
  • Evaluating business operations for compliance with control requirements

Education cannot be substituted for experience at this grade.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Employees will be hired under EDA's CARES Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.

The salary is contingent upon the official duty location and will be determined based on individual selections.
