Duties

  • Manage the Revolving Loan Fund (RLF) program portfolio monitoring borrower's compliance;
  • Analyze RLF data implementing recommendations to stakeholders and providing input into managerial and policy decisions;
  • Develop, analyze, and monitor investments in compliance with EDA's funding priorities and investment strategy; and
  • Conduct quality assurance of investments.

Qualifications

Qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualifications available on the OPM's website located at: https//www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

EXPERIENCE: To qualify for the GS-12 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-11. For this position, specialized experience includes:

Conducting quality assurance and analyzing data to monitor programs/projects; determining program requirements and making recommendations; and analyzing programs, policies, and procedures.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the American Rescue Plan Act (ARPA)t. Employees will be hired under EDA's CARES Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.

The salary is contingent upon the official duty location and a determination will be made based on individual selections.
