Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Public speaking is required therefore employee must be able to travel.

Major Duties:
  • Provide a variety of human resources management (HRM) services as well as consultation to support strategic goals and objectives.
  • Provide comprehensive staffing and placement services and coordinate with, and advise managers, supervisors and other HR professionals on technical issues involving recruitment and placement actions.
  • Utilize the USA Staffing automated system to announce internal and external vacancies.
  • Create assessment tools to accurately evaluate, rate, and rank applicants and create and issue merit promotion and delegated examining certificates to refer qualified candidates.
  • Conduct job analyses on a wide variety of complex positions using research and analytical techniques to gather, document, and analyze information to develop qualifications rating factors.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes:
  • Independently creating and posting job announcements in USA Staffing;
  • Conducting applicant qualification reviews;
  • Completing pay setting and pay adjustments for new and continuing employees;
  • Interpreting and applying Human Resources laws and regulations;
  • Researching and advising on recruitment regulations and policies;
  • Utilizing various hiring authorities;
  • Processing associated staffing actions in HR automated databases.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
