Position Summary : The Vice President of Human Resources and Organizational Development AAMVA leads AAMVA's people-focused human resources and organizational development strategies in alignment with the Association's strategic framework and key objectives. The incumbent works directly with the chief executive and executive leadership team in establishing practices and measures to achieve an inclusive workplace, ensuring the development, continuous improvement and equitable application of all human resource policies, procedures, and processes, including but not limited to the following: Compensation strategy, philosophy, and evaluation Benefits development, cost management and administration Organizational development for Association personnel to perform at their best Performance management Staff training and professional development Recruiting and retention Employee relations and communications Ethics and employment law oversight and compliance Facility needs strategy and management Essential Duties and Responsibilities: Oversee employee benefits program which comprises major medical plans, life insurance, long-term disability, accidental death and dismemberment, Section 125 plan, commuting program, travel accident, retirement, Worker's and Unemployment Compensation. Serves as principal liaison/negotiator with brokers and carrier representatives on plan design, premium rate changes, and exploring additional coverage to meet the needs of the staff. Serve as Chair for the AAMVA 401(k) Plan Fiduciary Committee and Chief Ethics Officer. Develop and manage appropriate performance appraisal systems. Monitor completion of performance appraisals by supervisors. Provide training to managers and supervisors on performance evaluation and management as needed. Manage the compensation system by evaluating and classifying new and existing jobs whose duties have changed, developing salary ranges, recommending starting salaries, establishing guidelines for promotional increases, and monitoring performance appraisals to see that they conform to prescribed guidelines for merit increases. Review periodic salary surveys to determine general competitiveness, making recommendations based on findings. Develop and implement incentive and recognition programs. Monitor and adjust as needed personnel policies, procedures, and practices to ensure that they are equitably applied, inclusive, accessible to all employees and meet affirmative action principles in both intent and spirit. Develop and implement training and education programs for employees. Coordinate with outside vendors to provide necessary training either in-house or by attendance at public programs. Supervise the recruitment, hiring and retention process, exercising initiative to seek out and identify qualified protected class candidates for job vacancies through in-house selection procedures and outside sources. Supervise the Director of Human Resources and the Manager of Office Administration and Human Resources - setting of annual goals and objectives, managing day to day performance and annual development plans. Oversee facilities for optimal organizational performance, including space planning, location and lease development, and related office use/supplies matters. Counsel staff and management on a variety of personnel-related matters including sensitive issues, job reclassification, termination, personality conflicts, performance appraisals, potential charges of discrimination, and policy interpretation. Provide guidance and counsel to senior management on organizational effectiveness and organizational change efforts. Responsible for compliance with all federal and state employment laws including the role of Title VI program coordinator. Direct Reports: Director, Human Resources Manager, Office Administration and Human Resources QUALIFICATIONS Formal Education: Four-year degree from accredited college or university. Advanced degree in relevant field preferred. Knowledge, Skills and Abilities Required: Five to seven years' experience leading human resource and organizational development functions in medium to large company. Executive-level experience advising leaders, peers and employees on strategies to achieve equitable and competitive recruiting, compensation and benefits, effective performance management, inclusive employee relations, retention and development. A strategic thinker and human-focused doer with strong organization, communication, and interpersonal skills.
