As a FMS Financial Analyst, Assisting the FMS BFM Government Team in developing, updating, and performing financial analysis in support of the development, production, and sustainment activities for Foreign Military Customers on behave of the F-35 JPO. A typical day will include: Assisting the BFM Team in developing, updating, and performing financial analysis in support of the development, production, and sustainment activities for the F-35 JPO. Support this task in accordance with the guidelines in the Department of Defense Financial Management Regulation (DoD FMR) DoD 7000.14-R and associated Regulations, the Department of the Navy Financial Management Policy Manual NAVSO P-1000 and Air Force AFI 65 Series, and DFAS Regulations and Guidance. Utilize CFSR, the IPT, and F-35 prime contractor input to assess project performance, evaluate trends, and to make projections. Conduct detailed discussions to gain further insight into performance and to validate the validity of the project data. Provide budget formulation, strategic planning, and financial management analysis support off-site at the contractor facility. Perform the following budget formulation, strategic planning, and financial management analysis support: Formulate, review, and maintain budget requirements. Provide financial expertise, analysis, and guidance, as part of the Planning, Programming, Budgeting, and Execution (PPBE) cycle. Assist in the development of budget estimates, financial plans, budget documentation and other budget formulation estimates. Monitor funding thresholds. Identify and recommend solutions to shortfalls. Compile and track budget requirements. Provide financial analysis and maintain justifications. Apply knowledge of financial management, accounting functions, processes, analytical methods, and techniques to gather, analyze, evaluate, and present information required by the project managers and customers. Provide budget execution support off-site at the contractor facility. The contractor shall perform the following budget execution and financial management analysis support: Draw conclusions and devise solutions to problems relating to improvement of financial management effectiveness, work methods, financial systems, and procedure efficiency. Rely upon and uses of automated management information systems in performing fact finding, analytical, cost, and advisory functions. Research budget policy to ensure compliance with fiscal policy and regulation. Advise IPT members on executable budget alternatives. Utilize Comprehensive Cost and Requirement System (CCaRS) and other tools to perform budget and financial analysis including but not limited to: Obligation Expenditure forecasting Monitoring Reporting Maintain timely, accurate, and transparent funds management, funds status reporting, and funds control. Track future and present appropriations. Provide comparison of commitments, obligations, and expenditures to approve spend plan. Provide financial execution analysis during PMRs, financial management reviews and data calls as required. Provide financial management support off-site at the contractor facility. This task may involve CONUS travel. WHAT YOU'LL NEED: Bachelor's Degree in a business or management discipline; business administration, accounting, finance. Four (4) years of business or finance experience with a MDAP or other industry equivalent. Proficiency in MS Office applications; Primarily Excel and PowerPoint. Secret Level Clearance. Experience: 6 Months using Comprehensive Cost and Requirements (CCaR) System.
