Seeking experienced, self-motivated individual to exceed contract win expectations, Senior Capture Executive with proven experience positioning US Government contracts. Manage the contract capture process from pre-RFP strategy development through award and launch for complex and large key business opportunities. Organize and lead all of the cross-functional activities required to pursue a business development opportunity and support the preparation of a proposal. ESSENTIAL DUTIES AND RESPONSIBILITIES Includes the following: Develops the bid strategy, keeping senior management briefed on bid progress, and leads complex and large captures through the proposal contributors across the different functions. Develops a high "Probability of Win" for those opportunities selected for capture and bid and able to coach others through the process. Customer facing role, working with Account Executives and Operations in developing / strengthening customer relationships. Provides market insights for the sector and identifies gaps and emerging requirements, performs market and economic analysis, conducts business intelligence, designs and executes formal capture plans and monitors competitor activity for each capture. Leads pre-proposal and proposal activities with internal partners and any major subcontractor or consultant effort. Leads business planning activities, to include periodic pipeline reviews, bid agenda development, opportunity gate reviews, and proposal reviews. Interacts routinely with all levels of management, functional POCs, staff, and customers, and follows through on tasking. Conducts after action reviews for all business opportunity capture participants to document lessons learned and identifies and implements necessary adjustments to capture technique, strategy, and actions to refine bid strategies to enhance proposal readiness. Participates in and/or attends bidder conferences, oral presentations and site surveys. Performs other job-related duties as assigned SUPERVISORY/MANAGEMENT AUTHORITY Leads others in a matrix organization in multiple locations. EDUCATION AND EXPERIENCE Bachelor's Degree and at least 12 years of related experience such as business development, account management or capture management and a minimum of 7 years of leading federal contract capture experience or an equivalent combination of education and experience is required. Must have successful track record of winning $100M plus large and complex solution opportunities. KNOWLEDGE, SKILLS AND ABILITIES Advanced knowledge of government and military contracts, GSA and FAR with demonstrated ability in implementation of Shipley process. Demonstrated expertise in business development knowledge including targeting, opportunity qualifications, capture strategy, customer visits, customer relationship development and relationship development with partner organizations. Proven leadership skills in developing, organizing and executing significant capture activities, including building industry teams, assessing win probability and ensuring timely execution of customer call plans to win business with new and existing customers. Demonstrable understanding of all contract types (eg, non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (eg, FFP, T&M, cost plus). Proven ability to solve complex problems in winning bids. Ability to lead geographically dispersed cross-functional teams. Ability to use automated tools and applications such as Salesforce, Microsoft Office and Teams to present ideas, information and reports. Excellent interpersonal skills and a high degree of business acumen. Excellent written communication skills and the ability to present to both small and large groups. Ability to apply advance training and knowledge in Capture Management and Win Strategies is preferred.
