Deputy Chief of Strategy and Program Full-Time Reports to : Chief of Strategy and Program Salary Range: $100,000-$125,000 Location: Washington, DC Organization: Issue One is a nonpartisan, nonprofit advocacy organization that unites Republicans, Democrats, and independents to win game-changing federal reforms to fix our broken political system and create an inclusive democracy that works for everyone. Issue One educates the public and Congress to pass legislation to increase transparency, strengthen government ethics and accountability, reduce the influence of big money in politics, protect the freedom to vote, and strengthen US elections. Since its founding in 2014, Issue One has had an outsized impact on Washington. Our Don't Mess With US and election administration campaigns helped win $825 million in federal funding for states to improve their cybersecurity and manage their elections in 2020 amid the pandemic. Our $15 million Count Every Vote campaign and the National Council on Election Integrity - a unique bipartisan group of more than 40 leaders of Congress, Cabinet secretaries, and business and civic leaders - lead a crucial effort to defend the integrity of the 2020 elections and push back against attempts to undermine faith in the democratic process. Issue One helped lead the congressional push to establish a 9/11-style commission to investigate the attack on the US Capitol, which passed the House, won bipartisan support in the Senate, and helped drive the national conversation about election disinformation, political accountability, and national security. Issue One's ReFormers Caucus of more than 200 former members of Congress, governors, and Cabinet secretaries allows us to form unique relationships with current decision-makers, and brings heft to our legislative and communications work. Our legislative work is backed by a robust research arm, a savvy and innovative communications team, and a strong development program enabling us to have the resources necessary to win. Position: The Deputy Chief of Strategy and Program (DCSP) will help manage Issue One's program work and lead cross-cutting campaigns and initiatives. Specifically, the DCSP will assist the Chief of Strategy and Program in the management of the program department, which includes three divisions - communications, legislative, and research. The Deputy Chief will manage Issue One's $1+ million campaign budget and lead special projects and campaigns. The DCSP will supervise the Campaign Specialist and manage various decision-making bodies, including the National Council on Election Integrity and our Fix the System coalition. The Deputy Chief will also oversee the compliance of Issue One Action (a 501(c)(4)) and ensure Issue One remains compliant with state and federal lobbying rules for both its 501(c)(3) and (c)(4) organizations. Responsibilities: Lead Issue One's major campaigns, including grassroots and grasstops mobilization and paid media and influencer work, in conjunction with the Chief of Strategy and Program (CSP), Legislative Director, and communications and research team; Manage Issue One's $1+ million campaign budget; Lead special projects and initiatives, including the strategic research program, an ambitious project to develop a new narrative, frame, and message to advance pro-democratic policies and leaders and strengthen our democracy; Manage the Campaign Specialist, key consultants, and additional staff as our campaign work grows; Assist the CSP in the management of the program department, which includes three divisions - communications, legislative, and research; Manage Issue One Action (501(c)(4)) and oversee 501(c)(3)/(c)(4) compliance and compliance with state and federal lobbying rules (in conjunction with the CSP, counsel, and the Legislative Director); and Work with the CSP and Communications team to expand organizational reach by assisting with social media advertising, outreach, and list-building campaigns. Qualifications/Abilities: Seven-plus years of relevant experience including significant staff management and leadership of projects, programs, and campaigns; Significant combination of political, legislative, issue advocacy, and Hill experience; Experience in executive and Congressional relations, including the ability to establish relationships with Republicans, Democrats, and independents; Experience in leading major projects in a campaign, executive, and/or Congressional setting; Experience with earned and paid media, quantitative and qualitative research, grassroots mobilization, grasstops organizing, and various voter contact methods; Experience building coalitions and working with partner and other advocacy groups; Excellent writing, editing, and communications skills, including ability to present complex ideas and information orally to a diverse set of audiences; Proven ability to learn new issues and tackle new challenges; Experience centering gender equity and racial justice in major projects or campaigns; Proven management skills including personnel and project management; Excellent organizational and planning skills; High capacity to work under pressure, manage multiple projects under deadline, and think quickly on your feet; Strong judgment on what kinds of tactics and campaigns will attract positive media attention; Self-motivated with a positive and professional approach to management; and Good sense of humor and a passion for making a difference. Location This is a full-time, remote position based in Washington, DC This job requires at least monthly travel to Issue One's office in Washington, DC, and may require periodic travel to Capitol Hill or meetings or conferences located outside of the DC metro area.
