Data Analyst Jr. Universal Consulting Services, Inc. (UCS) is seeking a Data Analyst (Jr.) to support supporting military medical readiness for the Bureau of Medicine & Surgery, BUMED. The Department of the Navy's SMART system has several modules that support different programs in the Navy's medical readiness tracking. The SMART team supports the following modules: Conditions Not Fitting Disability (CND), Temporary Limited Duty (TDRL), HERCULES, electronic Medical Evaluation Board Report (eMEBR), and Limited Duty (LIMDU). SMART is a tracking and management web application which provides real-time visibility, customized analytics and reporting, electronic workflows, for the active population management of medically restricted personnel. Qualified candidates must be a US Citizen, an active DOD secret clearance is highly preferred. The Data Analyst will create and support dynamic data dashboard metrics tool within LIMDU SMART for users to independently create reports for each module of LIMDU SMART (ie LIMDU, TDRL, LDES, HERCULES, CnD, and eMEBR). The Data Analyst will interpret data, analyze results using statistical techniques and provide ongoing reports for upper management. The Data Analyst will acquire data from primary or secondary data sources to identify, analyze, and interpret trends or patterns in complex data sets. *Contract support is currently "remote" due to COVID restrictions. The Data Analyst will: Provide monthly summary of analytics support provided to users, creation of reports (at minimum once per week), updates to the dynamic data dashboard tool, and recommendations to improve the data tool within LIMDU SMART based on needs of the Navy Medicine and feedback from users Assist customers (eg, BUMED, Navy MTFs, DHA, Service Headquarters) in defining and documenting functional deployability (ie, LIMDU) user requirements as authorized by the COR Develop and implement automated data load procedures for file transfers from the NOLA SFTP server to LIMDU SMART environment Develop and modify detailed data query formats (eg, Excel, SQL) to supplement and enhance Navy MTF, and Navy Medicine data analysis Examine and implement SQL installation and internal configuration parameters for maximum performance Design, create, and modify SQL database objects and structures with data manipulation language, and retrieving data Develop and implement test plans and scripts to perform functional regression testing and internal/external user acceptance testing on all modifications, upgrades, and newly developed applications/enhancements Update data dictionary and supporting user guides and documentation at least quarterly to COR, within 10 days of implementing new technical developments or modifications (expected quarterly), changes to process workflow for any module in LIMDU SMART. Required Experience Qualified candidates must be a US citizen and must be able to obtain an Interim Secret security clearance: Active DoD Secret Clearance highly preferred Bachelor's Degree - BSc/BA in related field, preferably in Statistics, Data Science, Economics, Business Management, Engineering or other relevant field; graduate degree in Data Science or other quantitative field is preferred, Master's preferred. Minimum of 1-3 years of experience Prior experience with data/analytic tools and software Experience in data cleansing and mining Understanding of machine-learning and operations research Knowledge of R and Python Experience using business intelligence tools (eg, Tableau) Analytical mind and business acumen Strong math skills (eg, statistics, algebra) Problem-solving aptitude Excellent communication and presentation skills Proficient with Microsoft Office products Exceptional verbal and written communication skills Possess positive team player attitude.
