An Overview

The Mental Health Team Supervisor will provide overall program leadership, management, and clinical direction to the Opioid Treatment Program, including direct administrative supervision of the Medical Supervisor, Nurse Practitioner, Pharmacist and Senior Therapist. Responsibilities include hiring, training, coordinating, and evaluating staff, assigning, and overseeing their work, and evaluating program needs, resources and outcomes versus all contracts, grants and revenue maximization opportunities in the OTP. Perform duties in accordance with established policies and procedures under the supervision of the Assistant Director, Clinical and Emergency Services. Collaborate with other department teams (Intake, Emergency, Jail, Psychiatry, Residential, QA, HIM, IT, Fiscal, Reimbursement, Administrative Operations, and others.) and with community partners (Probation, Jail, Inova Alexandria Hospital, Alexandria Police, etc.). Assure that relevant Department, City, State and Federal regulations, policies and procedures are followed by staff.

What You Should Bring

The ideal candidate should have extensive knowledge of clinical supervision of other professional or paraprofessional staff, knowledge of the system of care in the City of Alexandria. The ideal candidate must have an advanced knowledge of current treatment interventions for individuals who have opioid use disorder, as well as for individuals with behavioral health disorder and/or co-occurring substance use disorders, psychopharmacology, and crisis intervention.

The Opportunity
  • Provide leadership, management and supervision to a team that provides medical and medication services for individuals with severe opioid use disorder;
  • Manage all grants and dedicated opioid funding streams, working closely with department fiscal and administrative operations staff;
  • Represent the OTP on relevant regional and State committees or working groups (e.g., VACSB Substance Use Disorder Council, State Opioid Treatment Authority meetings, Virginia Association of Medication Assisted Recovery Programs);
  • Represent the OTP on the City’s Opioid Work Group; provide clinical and administrative leadership and perspective for coordinated opioid treatment initiatives that involve the OTP;
  • Manage the OTP budget in collaboration with Fiscal and Reimbursement staff; support fiscal staff with clinical aspects of initiatives aimed at maximizing reimbursement;
  • Support operations staff (IT, HIM, Fiscal) with clinical coordination or expertise required for medical record and dosing applications;
  • Monitor performance contract reports to assure program productivity is maintained;
  • Evaluate programs to ensure effective and efficient service delivery; develop plans to address identified gaps in services;
  • Collect and analyze program evaluation, trend-related, and/or other data; interpret these in meaningful ways to leadership and others, in collaboration with department, City and/or community analysts and experts;
  • Recruit, hire, train and provide clinical and administrative supervision and leadership to multidisciplinary team of professionals;
  • Plan and organize work of team to ensure that treatment services maintain high clinical standards that are client centered, effective, and in accordance with industry best practices;
  • Other duties as assigned.

About the Department

The Center for Adult Services (CAS) provides programs and services in Aging; Adult Protective Services; Clinical & Emergency Services; and Community & Residential Support Services for seniors and for persons with mental illness, intellectual disabilities and substance use disorders. CAS provides compassionate and effective person-centered services based on best practices. Our teams support self-determination, safety and recovery for Alexandria residents affected by abuse, neglect, mental illness, intellectual disabilities and substance use disorders.

Minimum & Additional Requirements

Three years of program management experience in a community mental health or similar setting, and three years of experience providing mental health and/or substance abuse services, including diagnostic evaluations, crisis intervention, and case management, and possession of an M.S.W., M.A., M.S. N. or a PH.D. degree from an accredited school, Virginia Licensure or immediate eligibility for Virginia licensure at the time of appointment as a LCSW, LPC, Clinical Nurse Specialist, or Clinical Psychologist, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Must have a valid driver’s license. Extensive experience managing treatment programs for individuals with opioid use and other substance use disorders, including for individuals with co-occurring behavioral health disorders. Direct clinical experience treating individuals with opioid use and other substance use disorders and co-occurring behavioral health disorders. Demonstrated ability to practice collaboratively with multidisciplinary teams.

This position requires the successful completion of pre-employment background checks including but not limited to: FBI/Federal Records Check; Sheriff Background Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; Education/Certifications; and Driver's License.

Schedule: Work hours will be determined upon offer of employment based on program needs. The program is open Monday-Friday 7:00am-8:30pm and Saturday 7:00am-11:00am. As an Essential Employee, staff will be expected to work evenings, overnight shifts and weekends as well as during holidays, or inclement weather if they have been scheduled.
