Duties

  • You will collaborate with managers in planning and developing extensive management policies and programs.
  • You will oversee the issuance of USA Staffing Certificates to the hiring officials, ensuring certificate package is accurate when provided to the hiring managers for selection.
  • You will correspond with management on matters pertaining to selection panels, selection criteria, interview questions, and methods of making selections for Wage Grade jobs and General Schedule positions.
  • You will serve as a point of contact for the Equal Employment Opportunity (EEO) Office when questions arise regarding selections or dismissals.
  • You will research, analyze, and provide advice to supervisors and managers regarding personnel administration policies, regulations and program requirements, and coordinate various personnel matters with specialists and staff members.
  • You will create a wide variety of personnel actions of a complicated nature which fall within the scope of the departments, such as internal and external recruitment via the Merit Promotion Program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.


Qualifications

GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience with command organization structure, mission objectives, functions, procedures, regulations, and policy.
  • Experience with a working knowledge of Federal law, OPM, and DON regulations and guidelines governing or related to employee relations, recognition programs, position classification, training, position management, pay administration, recruitment, and staffing programs.
  • Experience with a comprehensive knowledge of administrative management techniques and practices to research, analyze, and advise management on administrative issues.
  • Experience with automated information systems, including MODERN/CSU, TWMS and SAEM.
  • Experience in written and oral communication sufficient to prepare and present finding and recommend resolutions.
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience with the ability to complete extensive research prior to the initiation of personnel actions to ensure RPAs are required and justifiable, eliminate discrepancies and redundancies and reduce the risk of errors.
  • Experience with Shipyard regulations, procedures and policies to accomplish requirements of personnel and other administrative, management or employee oriented programs.
  • Experience in written and oral communication sufficient to prepare and present finding and recommend resolutions.
  • Experience with automated information systems, including MODERN/CSU, TWMS and SAEM.

Education

GS-09:
Master's or equivalent graduate degree
Or
2 full years of progressively higher level graduate education leading to such a degree
Or
LL.B. or J.D., if related

GS-07:
1 full year of graduate level education
Or
Superior academic achievement
