This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties

As a Senior Budget Analyst, you serve as the senior analyst within the Financial Management Team, producing detailed working products and providing expert financial analysis and recommendation in support of the advancement of the mission of Bureau.

Your major duties and responsibilities include:
  • Supporting the execution (i.e. commitment, obligation and expenditure of funds) of the Bureau's approved operating budget to assure that funds are properly allocated consistent with organization objectives.
  • Investigating complex financial problems, which require significant expertise and a comprehensive knowledge of financial programs.
  • Supporting the review, analysis and editing of budget estimates and requests submitted by Bureau components for technical and mathematical accuracy and the adequacy of supporting narratives.
  • Developing alternatives and recommends workable solutions.
  • Supporting the preparation of a wide variety of monthly budget reports both the Bureau and high organizational levels.
  • Tracking pending appropriation legislation through Congress and prepares special reports and summaries on the nature and impact of legislation for use in budget planning activities.

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of the minimum qualifying experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
  • Executing budgets for medium to large organizational components (e.g. $100M or more) and ensuring compliance with Federal legislation, regulations, and policies;
AND
  • Executing budgets that contain a variety of federal appropriations including annual, multi-year or no year.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

FEDERAL BUDGET PROCESS- Understands and complies with the Federal Budget process, including budget formulation, presentation and execution.

BUDGET FORECASTING (ORGANIZATIONAL FORECASTING) - Develops models or projections based on studying past results, relationships, and data and anticipating future trends/events.

FINANCIAL MANAGEMENT - Prepares, justifies, and/or administers the budget for program areas; plans, administers and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
