  • As Flight Chief, plans, organizes, and oversees the activities of the 844 CS/SCP Flight.
  • Exercises supervisory personnel management responsibilities.
  • Manages Executive Travel Communications and Residential Command Post employment and maintenance.
  • Manages telecommunications programs and special projects.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is exempt from FLSA coverage pursuant to 5 CFR 551.205 and 206.
  • Completion of a bachelor or advanced degree in STEM or cyber-related discipline is highly desired. Completion of grade-appropriate Professional Military Education is highly desired.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification
  • (Cont.) within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and
  • (Cont.) Career Field Manager. Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
  • (Cont.) This addendum is effective 1 August 2018 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.


Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for GS-0391, Telecommunications Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes formulating program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide communications and information technology functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and, through them, their assigned nonsupervisory employees.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of AFDW, 844th Communication Group and 844th Communications Squadron policies, principles, concepts, guidance, procedures, techniques, and methodologies to prepare command level IT polices and plans, including knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance.
2. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors including the ability to adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
3. Ability to communicate, both orally and in writing, for the purpose of understanding and discussing highly complex and abstract military and communication and information concepts with high level government officials, industry officials, and other key military and civilian personnel.
4. Knowledge of communications and information systems and facilities; practices and methodologies equivalent to those used in both government and industry, including the inter-relationship between strategic planning, resource management, requirements management, and architectural concepts and principles, and the ability to analyze communication and information programs and processes with respect to identifying major strengths and areas in
need of improvement.
5. Knowledge of complex technical processes and employment of communications and information systems necessary to support the executive travel operations and information technologies programs of the Secretary of Defense, Chairman of the Joint Chiefs of Staff and Chief of Staff of the Air Force Air Force Chief of Staff, and other senior leadership operating within the National Capital Area.
6. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments on IT activities and contracting actions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
