Duties

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." PTQ 2 - Substantial senior level experience in administration and direction of scientific and/or technical programs related to navigation, observations, and positioning, including hydrography, positioning, cartography and/or geodesy, as well as knowledge of accepted organizational and management concepts, principals, methods, and practices.
PTQ 3 - Experience demonstrating the ability to manage budget formulation and administrative resources and experience in overseeing scientific program planning and policy development for physical science or environmental issues related to navigation, observations, and positioning.

Background Investigation: This position is designated as Top Secret/SCI and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (OGE-278), within 30 days after his/her appointment, and then annually thereafter.

COVID 19 Telework Status: The physical worksite for this position is located in Silver Spring, MD. However, the NOAA/NOS is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. - Oversees the management, operations, and day-today mission execution of NOS Navigation, Observations and Positioning products, services, and information, and coordinates and integrates all aspects of mission execution to ensure consistency and coordination between programs.
- Undertakes special assignments to develop and recommend new or modified policies and programs in areas of a complex scientific and politically sensitive nature. These require the incumbent to work with the Administrator in defining objectives and to work with the external constituencies of NOAA in developing the substance of NOS programs, and with Congressional and outside interest groups in tailoring these programs to the requirements of the political scene. Also, works with other Federal agencies to achieve coordinated research on problems of common interest.
- Provides policy level authoritative representation to intergovernmental, national, and international councils and meetings concerning NOAA interest in the areas of navigation, observation and positioning. Participates in bilateral negotiations and in interagency coordination mechanisms to the extent necessary to assure that programs under NOS cognizance are coordinated with related programs of other Federal agencies. Develops policy delineating how NOS meets its Navigation mission.
- Keeps abreast of new legislative and technological developments and problems which have an impact on NOS program and takes necessary steps to introduce desirable improvements in line with NOS responsibilities.
- Oversight of NOS's Information Technology and data management strategies and leadership of the EEO, Diversity and Inclusion, and Fleet Allocation Programs.
