Duties

The United States Capitol Police (USCP) post academy Police Training Officer Program (PTOP) is designed to support and complement the training provided by the USCP Training Services Bureau (TSB). The PTOP delivers a curriculum merging academic instruction with operational activities to validate critical skills required of USCP police officers. The PTOP training is delivered by Police Training Officers (PTO) assigned to operations within the Uniformed Services Bureau (USB). Probationary officers are carefully supervised and evaluated throughout the process to maximize exposure to the tasks required of police officers.

As a Police Training Officer (PTO), you will:

Provide on-the-job training to new officers immediately following graduation from the United States Capitol Police Training Academy. Responsibilities include providing direction to a new officer in daily operations and related field operations and various facets of police service within the congressional community. PTOs provide field and scenario-based training, ensuring that the probationary officer experiences different facets of police work.

Evaluate and advise on the trainee's progress by observing performance of the trainee and preparing observation reports. Evaluate the trainee's handling of assignments and documentation of incidents/events. Identify deficiencies of individual trainees and collaborate with the PTOP Sergeant and Division Coordinator to develop and implement a remediation plan to assist the trainee in successful completion of field training.

Evaluate training materials for currency, applicability and technical accuracy. Research and evaluate the validity and pertinence of course materials and determine the most effective methods and procedures for organizing training materials that provide adequate, clear and detailed coverage of law enforcement subjects.

Collaborate with the PTOP Sergeant and Division Coordinator to develop training books covering the law enforcement functions and procedures of the Division; determine pertinent issues and collect relevant information from a variety of sources; and review information and apply standard analytical techniques.

Must be a current USCP Officer below the rank of Sergeant.
Must have attained the rank of PFC by the closing date of this announcement.
Must be assigned to the Uniformed Services Bureau.
Must satisfactorily complete the basic PTO training course.
Must satisfactorily complete all continuing education requirements presented by the program manager.
Must satisfactorily perform the duties of a PTO as determined by the program manager.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

All applicants must meet the following eligibility factors in order to be considered for the position of Police Training Officer:1. Must be a USCP Officer below the rank of Sergeant and have successfully attained the rank of Private First Class (PFC) by the closing date of this announcement.2. Must be assigned to the Uniformed Services Bureau. 3. Must not be in restricted leave status as of the selection date.4. Must be in full and unrestricted duty status as of the selection date unless otherwise authorized by law (e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA)).

Education

There is no education substitution for experience in this series and/or grade.

This position is non-exempt from the Fair Labor Standards Act overtime provisions.

This position is included in a collective bargaining unit.

USCP provides additional compensation to sworn personnel who have been selected and have successfully completed PTO training while they are assigned probationary police officers. The Chief of Police has sole discretion to update or revise the PTO pay policy, consistent with applicable law and regulation.
