Duties

As a Supervisory Quality Assurance Specialist (Product Quality Division Manager), you will:
  • Direct the work to be accomplished by subordinates.
  • Serve as a subject matter expert in product quality standards and test methods to all levels of management throughout the BEP.
  • Responsible for reviewing, organizing, developing, implementing, and integrating modern quality assurance concepts into manufacturing site operations.
  • Conduct analysis to identify negative or positive trends that may be developing.
  • Develop annual performance standards, assign work, and evaluate work performance of subordinates.
  • Critically evaluates current procedures with the intent of improving testing efficiencies and improving the overall organization's performance. Identifies improvement needs and develop plans to meets operational and performance goals. Implements improvements as appropriate.

  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
    • Applying quality assurance and quality control principles and practices to product testing in a manufacturing environment; AND
    • Applying statistical methods and statistical analyses to interpret test results and enhance process capability or recommend corrective and preventative actions.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.

    OTHER INFORMATION:
    • We may select from this announcement or any other source to fill one or more vacancies.
    • This is a non-bargaining unit position.
    • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for work days during the shutdown period.
    CONDITIONS OF EMPLOYMENT:
    • A one year supervisory or managerial probationary period may be required.
    • Must successfully complete a background investigation.
    • Public Trust - Background Investigation will be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Undergo an income tax verification.
    • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
    • Weekend work and overtime, if applicable, will be scheduled when needed based on production requirements as determined by Management.
    • As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
    • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
