Duties

As the Program Analyst (HRIS Manager), you will:
  • Manage all HRIS systems including HR, Learning Management System (LMS) and the Division's Intranet presence.
  • Review and evaluate administrative and human capital management program operations with a focus on program improvements through technology/IT solutions.
  • Serve as an expert and project manager in assessing business processes, utilizing automation to further streamline and improve work practices. Designs, develops, tests and implements administrative and human resources management information systems and interrelated human resources and administrative business processes for the organization.
  • Develop personnel workforce planning tools and key performance indicator dashboards to be used in strategic planning and process improvement both for the office and for customers.
  • Establish and maintain standards, procedures, and guidelines for a variety of process improvements and automated systems.
  • Provide expert technical and functional leadership on process solutions and serves as the Office liaison to other HR offices both in the field and within the Personnel Office in the area of dashboards and tracking of Key Performance Indicators.
  • Serve as a project manager for the functional aspects of the Personnel Office web content management and document management systems.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-343-14. For this position, candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-13 level in the Federal service, maintaining all HR Systems and for an organization; provide guidance for all HR information systems design, maintenance, reporting and data integrity; develop training guides, user instructions/manuals, and customer support documentation for HR or HR systems; and provide support for web-based HR tools such customer support portals, automated SharePoint workflows, and related tools.

  • Expert experience in planning, implementing, managing and evaluating federal civilian administrative and human resource management information systems and interrelated human resource and administrative business processes including experience in developing, measuring, and evaluating related key performance indicators for the purpose of reengineering and improving operational services.
  • Working knowledge of various federal civilian human resources and administrative management principles, concepts, regulations, and practices of any applicable specialty, as well as analytical methods and techniques and sill sufficient to resolve problems.
  • Mastery of analytical techniques and procedures to perform a wide variety of assignments involving issues relating to program development and execution.
  • Knowledge of project management principles, methods, and practices to lead systems development projects from design to maintenance, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
