Duties

  • Applies generally accepted government auditing standards to audit assignments on information technology-related matters.
  • Assists in planning audit assignments on information technology-related matters.
  • Performs research, data gathering, and analysis in support of audit objective on information technology-related matters.
  • Applies knowledge of information technology systems, programs, and operations to assignments.
  • Considers evidence, laws, and standards on information technology-related matters to draws conclusions based on complete, accurate, and current information.
  • Within deadlines, clearly and accurately documents work performed to support conclusions and judgments.
  • Prepares clear, complete, accurate, organized, well-written, grammatically correct, comprehensive yet concise written products on information technology-related matters.

Qualifications

Basic Requirements for Performance Auditors

  • Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    OR
  • Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
  • Specialized Experience:
    In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

    GS-09: Applicants must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service to include: (1) assisting in conducting various audit types, IT audits, and special assignments to assess program efficiency, effectiveness, and compliance with program laws, regulations and other provisions; and (2) participating in the analysis of an audit information to assess risk factors and identify high-risk areas; (3) helping to document results of audit review, using correct formats, including source, purpose, conclusion, and results.

    OR

    Have a master's degree, an equivalent graduate degree, or have successfully completed 2 full years (36 semester hours) of progressively higher-level graduate education leading to a master's degree that provided the knowledge, skills and abilities to perform the duties of this position.

    OR

    Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above; then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.)

    GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service to include: (1) accounting/auditing experience participating in the review of IT programs/systems, and/or FISMA auditing exposure obtained in an OIG or similar position; (2) Assisting in drafting written audit recommendations requiring corrective actions from program officials; and (3) Participating in the conduct of technical audits and other projects that promote efficiency, effectiveness, and compliance in accordance with the Generally Accepted Government Auditing Standards (GAGAS).

    OR

    have a doctorate or equivalent graduate degree in a related field, or 3 full years of related progressively higher level graduate education leading to such a degree, from an accredited college or university.

    DESIRED QUALIFICATIONS: Prior IT audit experience is strongly desired.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

    CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

    A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.

    Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
