Duties

Serves as the Deputy Associate Administrator for the Federal Office of Rural Health Policy (FORHP), sharing and participating fully with the Associate Administrator in directing the overall strategy and policy for FORHP programs.
  • Providing executive leadership and direction for FORHP policy and procedure.
  • Serving (along with the Associate Administrator) as a principal Departmental contact on rural health.
  • Provides executive direction and leadership over the management of nationwide community-based rural health grants programs, state grants programs which support collaboration with the state offices of rural health.
  • Provides executive direction and leadership over the management of nationwide community-based rural health grants programs, state grants programs which support collaboration with the state offices of rural health, and new rural health program initiatives created as a result of Agency, Department and/or Administrative priorities.
  • Establishing and maintaining relationships on a nationwide basis with the leadership of States, State hospital associations, private associations, foundations, and other organizations to focus attention on, and promote solutions to, problems related to the delivery of health services in rural communities.
  • Represents the Department at various functions and meetings of state, local and private organizations and is in contact with other Federal departments and agencies on related rural health matters. Regularly provides intelligence on rural health activities that have implications for Department programs.
  • Identifying problem areas regarding rural health, particularly of a crosscutting nature, and facilitates their resolutions.
  • Directing efforts to collect and analyze information regarding the special problems of rural health care providers and populations.
  • Coordinating responses to inquiries from congressional and private sector sources on this issue.
  • Oversees all aspects of FORHP budget process including formation, execution and planning.
  • Providing backup to the Associate Administrator and HRSA Administrator, to the presentation of budget and program information to the Department, OMB and Congress.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your five page resume that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs), listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
  • Demonstrated experience in program planning, development and implementation, which includes analysis of policy development, strategic planning, business process planning, development of short and long range program goals and objectives, development of program outcome measures and nationwide program execution on behalf of rural communities.
  • Managing multiple public health programs of national scope and complexity which requires dealing with private and professional organizations, the general public and Congress
  • Demonstrated ability to develop innovative community-based solutions to address long-standing and newly emerging public health challenges faced by rural communities.
  • Demonstrated skill in collaborating across Federal programs to coordinate activities to serve the public good including the ability to find consensus and shared interest to achieve Agency, Department and Administration goals and priorities to meet the unique needs of rural communities.
  • Demonstrated expert knowledge of and experience in rural health issues and the ability to leverage that expertise across the broad functions of the Office, Agency and Department on behalf of rural communities.
  • You resume should emphasize your level of responsibilities, the scope and complexity of programs managed and your program accomplishments, including the results of your actions relating to the qualifications described above.     • Salary for Senior Executive Service positions varies depending on qualifications.
    • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
    • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
    • Veteran's Preference does not apply to the Senior Executive Service.
