Duties

  • Participate in the development of systems that support HI's insurance program operations, including applications for participation, Open Season, contract management, and disputed claims processes.
  • Develop business requirements for web-based systems that support HI programs.
  • Develop written policies, guidance, and/or instructions related to HI programs.
  • Develop training and information materials for internal and external users.
  • Establish relationships with key stakeholders to ensure systems, processes, and/or policies meet their needs.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.
  • Must be a U.S. Citizen or National
  • Males born after 12-31-59 must be registered for Selective Service
  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period
  • Complete the initial online assessment and USAHire Assessment, if required


Qualifications

For the GS 13: You must have one year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the private or public sector) performing ALL of the following: 1) Conducting analysis to develop system processes for a healthcare or other benefit program; 2) Providing input for an operational policy on health insurance or other benefit program; and 3) Working with multiple stakeholders on programmatic and operational requirements. Note: Your resume must fully support this experience.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Relocation expenses will not be paid. Current OPM employees may qualify for an exception.
