Duties

As the Division Director of Consumer Compliance Policy & Outreach, you will:
  • Serve as an expert and primary source of information to the Office of Consumer Financial Protection (OCFP) senior management on consumer compliance
  • Exercise leadership, direction, coordination and responsibility for the Division of Consumer Compliance
  • Establish, plan, budget and direct the agency's consumer compliance division.
  • Develop, revise and maintain, in concert with other agency offices, manuals, guides, bulletins, instructions, interpretive rulings and other advisories related to consumer protection used by NCUA examiners and credit unions to ensure compliance with all applicable consumer laws and regulations.
  • Honor speaking requests, prepare educational materials and meet with consumer organizations and other consumer advocate groups to stay current with emerging consumer protection issues.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-15 level must have at least one full year of specialized experience equivalent to the CU/GS-14 level obtained in the private or public sector.

Specialized experience for this position is defined as experience:
  • Interpreting and applying laws and regulations relating to consumer protection, consumer compliance, and consumer compliance resolution.
  • Determining compliance with and developing policy regarding laws and regulations related to consumer protection, consumer compliance, or consumer compliance resolution.
  • Evaluating the consumer compliance regulation and supervision processes of financial institutions and determining corrective courses of action.
  • Planning, organizing and directing the work of others.

Condition of Employment: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position using NCUA's compensation policy . The salary range shown is NCUA's Local Pay Rate (LPR) which includes the locality rate for the Alexandria, Virginia geographical area. EXCEPTION: If you are a current non-supervisory NCUA employee and are selected for reassignment into a supervisory position, you may receive up to a 10% salary increase, not to exceed the National Pay Rate (NPR) of the pay grade. Management will consider your current salary in relation to the duties and responsibilities of the new position.

Due to the COVID-19 pandemic, the NCUA's current posture will not require employees to perform official travel or work onsite at NCUA offices or at credit unions until further notice. If it becomes necessary for NCUA to request on-site work, NCUA may solicit volunteers for the assignment. Management reserves the right to request employees to perform on-site work in exigent circumstances.
