Duties

As the Deputy Director Accounting and Financial Management Services (AFMS) you will:
  • Assist the Director of AFMS with providing leadership in the development of a comprehensive program for financial management services, policies, and related internal controls, in coordination with AmeriCorps shared services provider, Bureau of Fiscal Services Administrative Resources Center (ARC).
  • Work closely with the Director of AFMS, senior officials in AmeriCorps to ensure that financial data analysis is an integral part of the agency's resource decision making process. When needed, keep the Chief Financial Officer (CFO) and other senior AmeriCorps officials informed of all matters related to financial management and the effectiveness of internal controls.
  • Assist in the formulation and promulgation of accounting policy, methods, and procedures, including methods to improve financial statement preparation, accounting, and reporting.
  • Advise the Director of AFMS, the CFO, and other AmeriCorps senior officials of the impact of proposed legislation or changes in government-wide and agency policies on financial management processes and systems.
  • Coordinate business process reviews and continuous improvement efforts for financial management processes.
  • Assist in managing AmeriCorps financial data and accounting operations, including responsibility for the accounting system of record. Administer the financial control program, ensuring financial solvency, and the prevention of over-obligations and over-expenditures of funds.
  • Review monthly obligations and commitments, annual budget preparations, and ad hoc financial data analysis.
  • Communicate with the auditors and with outside consultants hired to review and/or modify the Trust Obligation and Liability and the internal models used to calculate them.
  • Assist the Director of AFMS with validation of grant accrual and cost allocation, and Trust obligation and liability.
  • Establish and maintain contact with senior representatives in other agencies and organizations which oversee the operations and accounting functions including the Department of Treasury, the Office of Management and Budget, and the General Accountability Office. Represent AmeriCorps on joint government committees, task forces, etc.
  • Direct and supervise AFMS's professional, technical, and clerical staff. Ensure appropriate planning and assignment of work, evaluation of performance, and identification of employee development and training.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper level range of the NX-01 pay band, which would be at or equivalent to, the higher-range GS-14 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience includes:
  • Experience assisting with the formulation and promulgation of accounting policy, methods, and procedures.
  • Experience providing agency wide advise to senior leadership regarding the impact of proposed legislation or changes in policy on financial management systems.
  • Experience providing supervision to staff and leading human resource efforts to include the selection, promotion, reassignment setting performance standards, evaluating performance, and recognition of employees.
  • Experience developing and implementing multi-year strategic plans that includes and defines the financial, human capital, and administrative management needs of an organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

In addition to meeting the experience qualification above, you must possess education as indicated below:
  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    or
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
  • An unofficial transcript from your college/university must be submitted with your application package or you will not be considered for the position.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
