As Executive Director, Human Resources Policy and Programs Directorate (HRPPD), you will oversee four divisions within the Office of Human Resources Management (HRM) and be responsible for the development and management of agency-wide human resources management policies and operational programs to support U.S. Customs and Border Protection's (CBP) workforce. This includes the implementation, management, review, and revision of agency human resources policies, as well as providing leadership to labor and employee relations programs at the national and local levels and to operational programs, including retirement, benefits, and workers compensation.

In collaboration and coordination with CBP's program offices, you will evaluate the agency's business needs and develop plans and strategies to ensure the agency's human resources policies are effective and are consistently implemented in compliance with statutory and regulatory requirements. You will continuously evaluate policy results, seeking opportunities to implement adjustments or identify new policies, regulations, and statutes that will result in human resources management program improvements.

You will provide executive level leadership to subordinate senior managers concerning critical program priorities, resource allocations, diversity and special program initiatives, and succession planning. You will advise CBP executive leadership on statutory, regulatory, and case law decisions and trends that dictate changes in human resources management program direction.

As Executive Director, HRPPD, you will serve as a representative of the Assistant Commissioner and the Deputy Assistant Commissioner for Human Resources Management in dealings with top officials at CBP and the Department of Homeland Security, building support for proposals and negotiating sensitive human resources management policy and regulatory affairs issues.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Selective Service: If you are a male and are hired, and if you were born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.

Position Designation: This position is designated as Career Reserved.

Drug Testing: This position has been identified as a Testing Designated Position under the U.S. Customs and Border Protection Drug-Free Workplace Program. Satisfactory completion of the drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing.

Executive Core Qualifications - Mandatory

Technical Qualifications - Mandatory

Skill in planning, implementing, and managing innovative agency-wide human resources policies and programs for a large, complex agency or organization. [Note: strong leadership of Labor and Employee Relations programs is desired, but not mandatory).

Additional information

Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Travel: Overnight travel may be required on a regular and recurring basis.

Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 10 regular paid holidays each year.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A security clearance will be required upon appointment.
