Duties

• You will serve as the Weapons and Explosives Safety Analyst Naval Safety Center resident explosive safety expert.
• You will establish a working relationship between both the Navy and the Marine Corps weapons community.
• You will man the fleet liaison desk, fielding fleet questions, conducting research, and responding to requests for assistance and providing training to newly assigned analysts.
• You will provide support for the Weapons System Explosive Safety Review Board (WSESRB).
• You will write and edit explosive safety articles and reports for technical accuracy.
• You will provide continuity to the NAVSAFECEN explosive safety program.
• You will advise the Weapons System Safety Division Head and the Explosives on historical and carryover issues from previous Division Heads.
• You will serve as advisor and member of the Naval Ordnance Maintenance Management Program (NOMMP) to address all maintenance, overhaul, production and support of naval ordnance and associated equipment.
• You will provide explosives expertise to other Safety Center Directorates and Divisions to support command mission as well as to external commands when requested to give assistance, presentations, and briefs to address explosives issues.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Applying advanced knowledge of safety regulations, methods, standards, and techniques applicable to Explosive and Weapons System Safety Programs to identify, control, reduce, or eliminate hazardous conditions; (2) Developing projects and studies which require analysis of complex interrelated ordnance safety issues involving trend identification, causal factors analysis, and the development of recommended risk mitigation measures; (3) Providing explosives expertise to other Safety Center Directorates and Divisions to support command mission as well as to external commands when requested to give assistance, presentations, and briefs to address explosives issues; (4) Conducting mishap investigations, safety/compliance assessments, or assist visits; (5) Writing and editing explosive safety articles and reports for technical accuracy; and (6) Serving as advisor to address all maintenance, overhaul, production and support of ordnance and associated equipment.

Education

The following can be substituted in order to meet the minimum qualification requirements of this position:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
or
a combination of graduate education and experience totaling 100%.
