Duties

  • Analyzes findings, evaluates statistical limitations of data, and specifies the range of logically possible explanations.
  • Plans procedures for collecting and tabulating data, recommends new or improved methods, and presents findings.
  • Adapts a variety of methods and develops new procedures to statistical projects.
  • Plans, researches, and implements the full scope of investigative projects requiring application of statistical theory.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days. At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

This is a position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Relocation expenses may be paid.

Qualifications

Minimum Education Requirement:

Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience:

Specialized Experience: For the GS-7, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-5 in the Federal service. Applying statistical techniques and methods in performing project-related activities; Assisting in the preparation of documentation on procedures and problems encountered and making preliminary recommendations; Using programs such as Excel or Access to prepare charts and tables.

OR

Education: 1 year of graduate-level education or superior academic achievement

Specialized Experience: For the GS-9, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-7 in the Federal service. Applying statistical techniques and methods involving numerous or unpredictable factors and evaluation of alternative methodologies to develop and plan data collection and processing activities; Preparing documentation of procedures, findings, and problems encountered and making preliminary recommendations; Using programs such as Excel or Access to develop reports, charts and tables on collected data; Developing and/or presenting reports on statistical studies or surveys.

OR

Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-9 in the Federal service. Initiating data collection and processing projects, including coordinating field data collection activities, and selecting and/or modifying complex statistical techniques, methods, and or procedures, to ensure accurate and timely data results; Writing procedures for automated or computer-assisted statistical survey operations; Preparing documentation of procedures, findings, and problems encountered including recommendations; Disseminating results of statistical studies or surveys through written documents and oral presentations.

OR

Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Planning, researching and implementing a full range of data collection and processing projects, performing experimental design, data analysis, sampling, forecasting, quality control, and operations research; Planning procedures for collecting and tabulating data, recommending new or improved methods, and analyzing findings and evaluating the statistical limitations of data; Acting as a technical advisor by providing guidance to staff on various complex statistical techniques and methods used to conduct projects; Presenting findings of statistical studies or surveys through written documents and oral presentations.

Education can not be substituted for experience at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
