Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an Portfolio Management Specialist, you will:
  • Serve as an asset manager for complex property portfolios for agency-owned and/or leased assets for a region, acting as a liaison, advisor, and representative on sensitive and complex issues, and providing expert advisory assistance developing solutions to complex Property Management problems.
  • Negotiate with Public Housing Authorities (PHAs) in agreements and arrangements for recovery and sustainability in maintaining viability of troubled properties.
  • Review and analyze current and historic financial data; compare previous annual statements with recent financial information; analyze current operation expenses and project financial data to form the basis for decisions on needed management improvements and ultimately, development viability.
  • Review and evaluate legal documents, in coordination with the Office of General Counsel (OGC) as necessary, to determine and ensure compliance with Departmental and other federal, state, and local regulations, requirements, statutes, and policies.

  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
    - Oversight and Management of a Program Portfolio.; AND
    - Managing and working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND
    - Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness.


    Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
    - Managing a Program Portfolio.; AND
    - Working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND
    - Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND
    - Communicating specific mission goals, needs, or problems with internal and external stakeholders.

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Must successfully complete a background investigation.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

    All new and current Federal employees must be fully vaccinated against COVID-19 by November 22, 2021, unless they are eligible and approved for limited legal exemptions for medical or religious accommodation. Employees will be considered fully vaccinated for COVID-19 2 weeks after they have received the requisite number of doses of a COVID-19 vaccine that has been approved or authorized for emergency use by the U.S. Food and Drug Administration or that has been listed for emergency use by the World Health Organization.

    Deadlines to receive vaccine doses to meet the November 22, 2021, are listed below:
    • If receiving the Moderna COVID-19 Vaccine, the deadlines are as follows:
        first dose by October 11, 2021, and second dose by November 8, 2021
    • If receiving the Pfizer-BioNTech COVID-19 Vaccine, the deadlines are as follows:
        first dose is October 18, 2021, and second dose is November 8, 2021
    • If receiving the Johnson and Johnson COVID-19 Vaccine, the deadlines are as follows:
        first and only dose is November 8, 2021
