Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Develops and updates performance indicators to measure progress, achievements, and regulatory adherence of all the functions and procedures performed in the office of human resources, incorporates in strategic planning documents, completes reports, and makes recommendations. Using the performance indicators, conducts studies on effectiveness of programs, identifies and resolves procedural problems, analyzes findings and makes recommendations.
  • Tracks completion, timeliness, of all data calls and departmental deadlines. Supports the development and maintenance of office infrastructure that include keeping track of laws/EO/policies, development and maintenance of process maps, check lists, templates, document repositories, policy updates, position description updates, Standard Operating Procedures, surveys, telework paperwork, and more
  • Performs all duties having to do with pre and post-employment requirements. Organize new employee onboarding and orientation to ensure proper completion and submission of all required paperwork

  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
    • Researching and interpreting human resources policies to provide technical guidance on human resources program areas; AND
    • Utilizing analytical and diagnostic methods to solve human resources management problems; AND
    • Participating in project teams or conducted studies that result in new processes, recommendations to management, or input into workforce planning or organizational design.
    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks.

    For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
    • Reviewing Human Resources/ Human Capital guidelines, policies, or procedures to gather facts, draw conclusions or recommend solutions to problems; AND
    • Communicating standard operating procedures, action plans or policy related to program operational matters; AND
    • Researching issues and providing guidance related to organizational policies, programs, and practices. OR

    A Ph.D. or equivalent doctoral degree OR 3 years of progressively higher level graduate education leading to a Ph.D. degree OR LL.B. or J.D., if related OR

    You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09 level for 52 weeks.
