Duties

As a Financial Modeler, you will:
  • Serve as a ONES resource on quantitative methods and research, applying a statistical and econometric approach to identify and analyze emerging risks and trends and solve quantitative problems at credit unions, which may potentially impact the National Credit Union Share Insurance Fund (NCUSIF).
  • Participate in the model development process including conceptualization through data exploration, model selection, model building and testing, model documentation and deployment, user training, and on-going monitoring.
  • Review business processes, portfolio characteristics and technical documentations and applies econometric or quantitative methods to evaluate the full life cycle of models used by credit unions, focusing on conceptual model design and methodology, data inputs, model implementation and performance, model on-going monitoring and change management processes.
  • Work with ONES credit unions and third-party vendors to develop validation strategies including assessing their model development methodologies and processes, identifying potential model weaknesses and materiality of the risk, and developing necessary challenge models using statistical and econometric techniques.
  • Research industry practices and assesses credit unions' model risk management framework and identify model risk controls weaknesses.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-14 level must have at least one full year of specialized experience equivalent to the CU/GS-13 level obtained in the private or public sector.

Specialized experience for this position is defined as experience applying mathematical or statistical techniques to develop econometric models to:
  • conduct economic forecast or research; or
  • conduct financial forecast or analysis; or
  • predict asset performance

Education

In addition to meeting the specialized experience requirements, applicants much also meet the following basic education requirements:

Degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

This position has a positive education requirement, you must provide your transcripts to support your educational claims by the closing date of this announcement. Transcripts may be unofficial copies, but they must come from an accredited college or university, and must also include course names and the number of semester/quarter hours.

All education must be received by an accredited institution recognized by the U.S. Department of Education for it to be credited towards qualifications (particularly positions with an education requirement) therefore, applicants must report only attendance and/or degrees received from schools recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed outside of the United States must be deemed equivalent to that gained in accredited U.S. education programs to be acceptable for federal employment. Condition of Employment: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes the locality rate for the Alexandria, Virginia geographical area. Please click here to review all salary ranges based on locality.
