Duties

These positions are located in Health Resources and Services Administration, Office of Federal Assistance Management, Division of Grants Management Operations, HIV/AIDS and Rural Health Branch Health Center Branch. The duty location for these position is in Rockville, MD.

Major Duties

As a Grants Management Specialist, you will perform developmental assignments that included formal and informal training designed to teach you perform the full range of duties for federal grants and cooperative agreements.

Your major duties and responsibilities include:
  • Interpreting and applying grant laws, regulations, policies and procedures for specific programs and situations.
  • Providing technical guidance to grantees.
  • Performing assigned grant functions involving review, coordination, monitoring, and the provision of general technical assistance.
  • Conducting routine cost analyses and review of grant applications.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

GS-7: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience that is
comparable in difficulty and responsibility to at least the GS-5 level in the federal service.

Examples of minimum qualifying experience equal to the GS-5 level include performing the following types of tasks on a regular and
recurring basis:
  • Extracting data from automated financial or accounting systems to prepare reports, spreadsheets, etc.
AND
  • Assisting in the preparation of standard financial, accounting, or budget reports and documents.
OR

2. EDUCATION: Have completed one full year of graduate level education in field related to the position being filled.

OR

Have a Bachelor's Degree AND meet the requirements of Superior Academic Achievement (SAA). SAA is based on (1) class standing,
(2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating
class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration,
based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a
possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed
based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on
the average of the required courses completed in the major field or the required courses in the major field completed during the final 2
years of the curriculum;

OR

3. EDUCATION AND EXPERIENCE: Have a combination of post baccalaureate education and experience that meets 100% of the
qualification requirements for this position.

GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of minimum qualifying experience equal to the GS-7 level include performing the following types of tasks on a regular and
recurring basis:
  • Applying standard financial or accounting practices, methods, and techniques to complete standard financial, accounting or budget transactions.
AND
  • Researching regulatory financial, accounting or budget information to check for compliance and accuracy of documents, reports, etc. submitted.
OR

2. EDUCATION:
Have a master's or equivalent (LL.B. or J.D.) graduate degree or, two (2) full years of progressively higher level graduate education leading to such a degree in field related to the position being filled.

OR

3. EDUCATION AND EXPERIENCE: Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

FINANCIAL ANALYSIS - Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.

FINANCIAL BUDET AND PROGRAM ANALYSIS - Obtains financial information from within and outside of an organization for relevant guidance or other information; reviews and evaluates the financial data and makes recommendations as appropriate.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.

ADMINISTATION AND MANAGEMENT - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Vaccination Mandate :
